About this file
This document is an Addendum containing vendor questions and responses for RFP 2026*143, issued by the Colorado Department of Public Health and Environment (CDPHE) for Newborn Screening Program Instruments and Reagents. The solicitation seeks instrumentation and reagents to support Colorado's two-screen newborn screening program, with testing volumes of 140,000 tests for T4 and 17OHP (conducted on all first and second screens), 75,000 tests for analytes not automatically repeated on second screens, and 30,000 tests for TSH and hemoglobin second-tier testing (performed only when abnormal results are noted on first or second screens). The contract term is ten years. Delivery dates are flexible and subject to negotiation, with an expectation that delivery will occur within three months of a signed contract or purchase order. Quarterly preventive maintenance and repair reports are required. The program intends to finalize contracts and potentially purchase instruments prior to the end of Colorado's fiscal year.
Funding for the awarded contract will consist entirely of state funds from the Colorado Newborn Screening Cash Fund, with federal grants potentially available for service expansion but not for established work. The CDPHE's Laboratory Information Management System (LIMS) is capable of generating worklists and receiving results in industry-standard open formats and can be integrated with vendor instruments. CDPHE will not evaluate bidders on future capabilities or multiplex options for tests not currently on the screening panel; however, consideration will be given to platforms capable of testing disorders on the Recommended Uniform Screening Panel (RUSP) that Colorado does not yet perform. The procurement framework allows for replacement or updating of initial instrumentation, reagents, and methodology during the ten-year contract term without requiring a new competitive bid process to accommodate rapid technological changes.

COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT
SOLICITATION QUESTIONS AND ANSWERS
Solicitation #: RFP 2026*143 Solicitation Name: Newborn Screening Program Instruments and Reagents
Vendor Question #1: Will quarterly reports be required for the awarded contract?
CDPHE Answer #1: Reports will be required for preventive maintenance and repairs. These reports should be remitted back to CDPHE as soon as completed but no later than Quarterly.
Vendor Question #2: Will federal funds be used for the awarded contract?
CDPHE Answer #2: It is anticipated that funding will be all State funds from the Colorado NBS Cash Fund. Federal grants may be awarded for expansion of services but not for this established work.
Vendor Question #3: We understand that Colorado is a two-screen state and that 2TT are generally performed in smaller volumes than 1TT. Can you please explain the factors driving the test volumes of 140K, 75K, and 30K? That is, are some tests conducted on all first and second screens (~140K), while other tests are conducted on first screens only (~75K), and still other tests are 2TT only (roughly calculated as a % of 1TT or (1TT + 2TT screens) ) ?
CDPHE Answer #3: Your analysis is correct. The 75K estimate is for tests that are not automatically replete on the 2nd screen. The 140K (T4 and 17OHP) are scheduled for testing on all 1st and 2nd screens. The 30K (TSH and Hgb 2nd Tier) are scheduled only when an abnormal result is noted on a 1st or 2nd screen.
Vendor Question #4: Can you please explain the required delivery dates? Are the required delivery dates the same for each of the workflows?
CDPHE Answer #4: The delivery dates will change based on awards and contracting. A number of the current contracts have or will end this calendar year. It is also the hope of the program to purchase instruments if needed prior to the end of Colorado’s fiscal year. These dates will shift based on the negotiated completion of a contract or purchase order.
Vendor Question #5: Is there any flexibility in the required dates?
CDPHE Answer #5: Yes there is flexibility in the required dates.
The delivery dates will change based on awards and contracting. A number of the current contracts have or will end this calendar year. It is also the hope of the program to purchase instruments if needed prior to the end of Colorado’s fiscal year. These dates will shift based on the negotiated completion of a contract or purchase order.
Vendor Question #6: Section B on p. 5 indicates a reagent delivery / initial term starting in July 2026.
This seems to conflict with Section 1f on p. 6 which states a required instrument delivery date as late as October 31, 2026. Can you please explain the timelines/delivery dates?
CDPHE Answer #6: There are a number of contracts that will be replaced by this new scope of work.
Some of this work will be ending in the fall. In addition the Colorado NBS program is trying to purchase (if not leased) equipment prior to the end of our fiscal year. State program funds have been accumulated for this purpose and are under a State exemption until the end of this fiscal year.
Delivery dates will be discussed during contract negotiations. If the contract is completed and signed it is the expectation that we can receive delivery to our facility within 3 months of a signed contract or purchase order.
Addendum 1
Vendor Question #7: P.2 of the RFP says, "....This RFP is intended to address CDPHE’s needs not only as they exist today but also as they evolve..." How is CDPHE evaluating / scoring future capabilities?
There are multiplex options that include tests that are not currently on CDPHE’s panel – but may be of interest from a research standpoint or added to the panel in the future.
CDPHE Answer #7: CDPHE will not be evaluating future capabilities/needs at this time. As this is a ten year contract and technology can change rapidly, procurement code requires us to address the possibility that the initial instrumentation, reagents and methodology may have to be replaced/updated prior to the end of the contract without having to go out to bid again. CDPHE will give consideration to platforms and methods that can be multiplexed and/or used to test other disorders. It will be considered if an instrument can provide testing to a disorder on the RUSP but not yet tested by Colorado.
Vendor Question #8: Is your LIMS capable of providing worklists and receiving results in industry-standard / open formats?
CDPHE Answer #8: Yes. Currently all of our instruments are integrated with our LIMS. Worklists are generated in different formats and results integration has been successfully completed with various vendors.
