About this file
This Statement of Work (SOW) outlines requirements for designing and manufacturing Neutron Detector Beam Loss Monitors (NBLM) for Fermilab's PIP-II superconducting H- linear accelerator. The contractor must deliver two prototype detectors followed by potential production orders of either 14 or 28 units.
Key technical requirements include: photomultiplier/scintillator-based moderated slow neutron detection using 6Li(n,α) reaction and 6LiF × ZnS(Ag) scintillation material, neutron energy spectrum measurement between 1-5 MeV, response >0.05 nA/(neutrons/cm2/sec), measurable flux range of ~102 to 107 neutrons/cm2/sec, >90% x-ray attenuation for <300 keV, thermal neutron attenuation >1.6x104, and maximum dimensions of 7in x 7in x 18in. The SOW establishes a detailed schedule with hold points, including kickoff within 3 weeks of award, preliminary design review within 6 weeks after kickoff, and prototype delivery within 3 months of final design approval. Production pricing must remain firm for one year after prototype delivery. The contractor must provide comprehensive testing documentation and certificates of conformance/performance for both prototype and production units.

1. INTRODUCTION
The Fermilab PIP-II superconducting H- linear accelerator will use neutron detectors to monitor beam losses along the accelerator. These detectors operate in a high-radiation environment between cryomodules.
2. SCOPE
This Statement of Work (SOW) covers the Neutron Detector Beam Loss Monitor (NBLM) to be designed and fabricated. The scope of this document is limited to the neutron detector including its housing and internal components. Cables, high voltage power supply and electronics are excluded from the scope.
In this specification the following key words (in bold text) will be used:
shall: Indicates a mandatory requirement. Designers shall implement such mandatory requirements to ensure interchangeability and to claim conformance with this specification.
Should: Indicates flexibility of choice with a strongly preferred implementation.
Note: When not in bold text, the words in the table above are being used in the traditional sense; that is, they do not adhere to the strict meanings described above.
3. REQUIREMENTS
Table 1 lists technical requirements for the NBLM. The supplier may request modifications to facilitate fabrication, decrease price, or improve performance. Any requested deviations shall be clearly indicated, discussed, and be subject to written approval by FFDG.
Table 1: Technical Requirements
Requirement # Requirement Statement
3_1 The detector shall be a photomultiplier/scintillator-based moderated slow neutron detector.
3_2 The neutron reaction shall be 6Li(n,α).
3_3 The scintillation material shall be 6LiF × ZnS(Ag).

4. DOCUMENTATION REQUIRED FOR PROPOSAL
FFDG requests proposals for two (2) prototype neutron detectors and subsequent production units. The respondent shall provide pricing, production, and a delivery schedule for two (2) prototype detectors and pricing, production and a delivery schedule for 14 or 28 production detectors.
FFDG reserves the right to award subsequent purchases of neutron detectors without further competition and in a batch of 14 or 28, whatever is deemed to be in the best interest of FNAL.
Pricing provided with the solicitation response for the production batches shall remain firm/fixed for one
(1) year from the date of delivery of the prototypes.
The supplier shall plan, establish, implement, and adhere to a documented quality assurance program that fulfills all the requirements described in this SOW. In addition to the requirements of Section 3, the supplier may propose any internationally recognized design standard, subject to prior written approval by
FFDG. The supplier shall state their intended method of design including applicable codes as part of their proposal. FFDG reserves the right to disapprove the use of certain codes or standards if it is
Fermi National Accelerator Laboratory 6 considered that their application will not fulfill the technical specifications of this statement of work. Any information in the documentation that is considered proprietary should be marked as such. FFDG shall not release proprietary information to a third party without written permission from the supplier.
The proposal shall include the following:
1) Detailed information on all materials, including material properties.
2) A detailed quality assurance plan, including methods to be used to verify material properties, find defects and flaws, and other test procedures, and criteria for rejecting parts.
3) Examples of past projects (within the last five years) that closely match this scope in complexity and value, and that best illustrate the bidder’s capability, experience, and performance.
4) Examples of past experience building prototypes for FFDG.
5) A production schedule to deliver 2 prototypes.
a. A production schedule for an additional 14 production detectors
b. A production schedule for an additional 28 production detectors
