About this file
This Statement of Work is issued by the Idaho Army National Guard (IDARNG) Environmental Resources Management Conservation Branch and outlines requirements for natural resource and resource use surveys to support the IDARNG's Conservation Program. The primary scope encompasses botanical surveys, wildlife surveys, resource use surveys, and special status species surveys conducted statewide with the majority of work at Camp Orchard within the Morley Nelson Snake River Birds of Prey National Conservation Area (NCA). The initial task order requires Lepidium papilliferum (LEPA) inventory and survey work (Stage 2 and 3) on approximately 20,000 acres of Bureau of Land Management property adjacent to the Orchard Combat Training Center and Simco Training Area, located 13 miles south of Boise, Idaho. Fieldwork must begin within one day of contract award and be completed by September 30, 2026, with draft reports due 30 days after fieldwork completion and final reports due 60 days after receiving IDARNG comments. All deliverables must include paper and electronic copies of reports, site forms, maps, photographs, GPS data, GIS files in File Geodatabase format using UTM Zone 11 coordinate system, and bi-monthly progress reports submitted by the 15th of each month.
The selected contractor must demonstrate qualified personnel meeting specific experience requirements: Lead Field Technicians must possess either a BS/BA with 10 years of applicable field experience or an MS/MA with 5 years of experience in relevant biological or ecological disciplines; Field Technicians must have either a BS/BA with 3 years of experience or an MS/MA with 1 year of experience, and must work under direct supervision of Lead Field Technicians. All contractors must demonstrate knowledge of scientific collection techniques, natural resource regulations, data management systems, and proficiency with GPS units, ARC-GIS, Survey 123 applications, and other field equipment. The contractor must submit loaded hourly rates for all employee categories (Project Manager, Lead Field Technician, Field Technicians, GIS, Statistician, Admin, and other applicable positions) that will be used for all future project estimates and may be updated annually if the contract is renewed. The contractor shall furnish all personnel, supplies, equipment, and real-time or differentially corrected GPS units, while the government provides location maps, environmental background information, IDARNG imagery, and GIS data. All materials generated during the project, including field notes, photographs, GPS/GIS data, and collected artifacts, become property of the IDARNG and must be submitted with the final report.
