The system must include a thermal infrared camera with 640x512 thermal resolution, a ruggedized controller with integrated 1750 NITS screen and five-hour battery life, spotlight capability, speaker functionality, infrared filter, and strobes visible up to five statute miles. All hardware, software, and updates must be developed and manufactured in the United States, with a three-year warranty on the airframe and extended warranty coverage for the entire performance period.

The contractor must provide a starter kit containing the UAS, three batteries, charging cables, thermal camera, carrying case, and controller. Technical assistance requirements include a help desk available seven days per week from 6:00 a.m. to 6:00 p.m. with troubleshooting and technical support. The contract mandates Remote ID compliance, inclusion of all firmware upgrades and maintenance, and IP55 weather rating for operational durability. Any contractor or subcontractor work must be performed from locations within the United States. No travel pay is authorized under the agreement.
