Frequently asked questions in Black Text and Answers in Red Text

1) What was the previous contract and previous vendor for this requirement?

a. Answer: None, this is a new requirement.

2) Why is this RFQ not set aside for SDVOBs or Small Business?

a. Answer: 2 Separate RFQs were published for SDVOSB and Small Business set asides, but no quotes were provided after the close and no interest resulted. Therefore, the RFQ is now open market.

3) Where can I find the list of ceiling mounted patient lift rail systems?

a. Answer: Please review paragraph 3. Scope of Work – List of patient lift locations

4) If I do not attend the onsite solicitation site visit, am I still eligible to submit an offer?

a. Answer: Yes, but it is in the best interest of both the vendor and the VA that the vendor’s responsible representative attends the solicitation site visit because all solicitation questions are required to be asked to the COR for answers. There will be no solicitation questions answered outside of the site visit to prevent confusion of unique requirements through electronic communication.

5) What is the frequency of the structural inspection, testing, and certifying for the ceiling mounted patient lift rail systems?

a. The structural inspection, testing, and certifying of the ceiling mounted patient lift rail systems is performed annually, so once a year. (See SOW paragraph 3-4)

6) What is CLIN 0002, 1002, 2002, 3002, and 4002 Reinspect per rail system (if required), and how do I price that?

a. Please see SOW paragraph 3 - Reinspection. CLINs 0002, 1002, 2002, 3002, and 4002 are re-inspection services outside of the annual inspection after vendor inspection issues were fixed or VA identified more structural issues outside of the annual inspection. Moreover, the pricing should be based on cost to the vendor to have the COR authorized engineer or COR authorized technician/designee to inspect one (1) Rail System following the requirements in SOW paragraph 3.

7) Are there special standards of responsibility and where can I find the section in the RFQ?

a. Yes, the special standards of responsibility is located in Section E.1, Addendum to FAR 52.212-1 and E.4 52.212-2 Evaluation – Commercial Items in the RFQ.

8) Where can I find the site visit, solicitation questions, and proposal/offer submission instructions?

a. The instructions for the site visit, solicitation questions, and offer/proposal submission are located in page 1, section 20. Schedule of Supply/Services RFQ. Moreover, the submission instructions are also located in Section E, E.1 52.212-1(f) of the RFQ.

9) Along with the Structural engineering inspection, is there PM service on ceiling lifts?

a. Per the SOW: No, there is no PM related to the ceiling lifts, please review SOW paragraph 3 for required tasks.

10) What are the delays will there be for room availability?

a. Please review the SOW paragraph 6: Depending on medical demand, it can take up to an hour after one inspection is complete before the next room is ready for inspection; however, could be quicker if there are multiple vacant rooms.

11) What are the required infection control measures?

a. Please review the SOW paragraph 8 of the required infection control measures list.

12) Can you provide photos of the Ceiling Mounted Rail Systems?
