The contract requires the contractor to provide all personnel, equipment, tools, materials, and supervision necessary to maintain a clean, healthy, and safe work environment across specified facility areas including entrances, lobbies, corridors, stairwells, offices, and restrooms. Services must be performed Tuesday through Friday, with cleaning completed after each working day or after business hours to avoid interrupting SDARNG operations. The contractor must comply with security protocols including providing employee information for background checks, obtaining and maintaining proximity cards, and ensuring facility access is restricted to authorized janitorial personnel only.

The contractor must supply all labor, equipment, and cleaning supplies, with all costs including insurance, employee benefits, and taxes incorporated into a single monthly bid rate with no additional compensation permitted. All cleaning products must be environmentally safe, biodegradable, and low-VOC, with a goal of 100% compliance with Green Seal standards GS-37 and GS-40. Vacuum equipment must remove 99.97% of particles down to 1 micron and meet specific motor and airflow specifications. The contractor is responsible for all damage to state property, must maintain Safety Data Sheets for all supplies in compliance with OSHA standards, and must correct any performance deficiencies within 48 hours or face contract cancellation. The state will provide storage space when necessary, and the contractor must provide a minimum two-week advance notice for new personnel requiring security clearance and proximity card issuance, with replacement cards costing $5.00 each.
