Exhibit A: Scope of Services Summary
This is a Scope of Services document for Citrus County, Florida, defining contractual requirements for mowing and grounds maintenance services at four county-owned cemeteries and the Clerk of Court Annex Property. The services include mowing, edging, line trimming, weed control, minor pruning, hedging, and debris cleanup across approximately 13.5 acres total. The four service locations are: Stage Pond Cemetery (2 acres), Stage Stand Cemetery (6.5 acres), Hernando Cemetery (1 acre), and Pine Hill Cemetery (2.5 acres), plus the Clerk of Court Annex (1.5 acres). The contractor shall complete approximately 25 mowing service visits annually, with frequency determined by seasonal growing conditions and weather, potentially reducing to zero visits during winter months. The County Project Manager establishes mowing schedules on a weekly basis (Monday through Sunday) and determines the frequency of services needed to meet seasonal requirements.
The contractor is responsible for all labor, materials, supplies, and equipment necessary to maintain the sites in accordance with industry standards, including OSHA safety requirements and state and local certification compliance. Specific performance standards are mandated for mowing practices, requiring grass height between 3.5 to 4 inches, adherence to the one-third cutting rule, sharp blades, and consistent mowing patterns. The contractor must submit detailed service visit reports via email to the County Project Manager and provide weekly summary communications identifying completed and upcoming work. Monthly invoices itemized by location and service date are submitted for payment within 45 days of receipt and verification. Nonperformance consequences include written notification for unsatisfactory work with a three-business-day correction deadline, followed by liquidated damages of double the bid price for that location. If not corrected within ten business days, the County will perform the work and charge $250 plus costs. A second occurrence within six months doubles liquidated damages to $500 plus costs, and a third occurrence within six months constitutes default and grounds for contract termination.

G. Upon completion of a service visit, each area shall have a completely well-groomed appearance.
H. Performance Standards-Mowing Practices & Aesthetics
• The 1/3rd Rule: Never remove more than one-third of the grass blade's height at any single mowing. This minimizes plant stress and promotes healthy root development.
• Mowing Height: Mow at a height of 3.5 to 4 inches to shade the soil, retain moisture, and strengthen the grass.
• Clean Cuts: Use sharp, balanced blades that provide a clean cut, reducing stress on the grass and preventing tearing. Spare blades shall be available at all times and changed as the cuts start to appear rough.
• Mowing Patterns: Maintain consistent line patterns and account for abnormal angles around structures to ensure a uniform and professional appearance.
I. Equipment Maintenance & Performance
• Deck & Tire Maintenance: Keep the mower deck clean to prevent clogging and ensure proper inflation of tires for even cutting.
• Belt Tension: Check and maintain proper belt tension to prevent uneven cutting.
• Appropriate Equipment: Select the right mower for the job, considering the property's size and terrain, to optimize efficiency and cut quality.
III. Edging/Line Trimming
A. Grass and weeds growing around trees, walls, walks, curbs, parts of buildings, bollards, electrical structures, dumpsters, bleachers, fence lines, ditches, berms, culverts, outpours, or other fixed objects, which are inaccessible to large mowing equipment shall be trimmed using hand-held line trimming equipment during each service visit.
B. Vining plants shall also be removed from fence lines, building walls, and bollards. Trimming may be accomplished by hand, machine, or other expeditious methods. Stems of plants or trunks of trees shall be protected from bark injury from weed trimmers.
C. All curbs, walks, trails, and edges of hardscapes shall be edged to not allow for growth over such edges.
