About this file

This Scope of Services document outlines the requirements for routine right-of-way mowing services contracted by Citrus County, Florida under ITB 26-013, covering Districts 1-4. The County seeks to control vegetative growth on shoulders, ditches, back-slopes, and grassed areas throughout the county's right-of-way system. The contractor must provide all necessary labor, equipment, and tools to complete mowing cycles within specified timeframes, with mowing occurring 4-6 times annually depending on weather and grass growth conditions. The mowing season begins in spring (April-May), continues through summer (June-September) with approximately 2-4 cuts, and concludes in fall (October-December). The contractor must complete the first cut within 30 days of receiving the Notice to Proceed. Additional services include litter pickup prior to mowing events on specified roads, with litter to be bagged and transported to the Citrus County Landfill at County expense. The contractor may optionally provide trimming of road signs and culverts at a cost per sign, contingent upon County approval. At minimum, one individual must maintain Maintenance of Traffic (MOT) Intermediate Level certification and be present on-site during all mowing operations.

The contractor assumes full responsibility for providing equipment in good working condition, including rubber-tired tractors equipped with amber warning lights, mowers set at six inches height, and devices to curtail projectile discharge. Mowing shall proceed from the pavement edge outward at heights within one foot of signs, guardrails, and culverts, with all intersections mowed to ensure safe sight distance. Payment is rendered monthly on a unit price basis per mile for mowing work, with invoices due by the 10th of the month for the previous month's services and payment within 45 days of verification. The unit price constitutes full compensation for supervision, labor, traffic control, transportation, fuels, and repairs. Nonperformance results in liquidated damages of double the bid price for the location requiring correction if not remedied within three business days, escalating to $500 plus incurred County costs for repeated failures. A third occurrence within six months triggers contract default and potential termination. The contractor must provide weekly service summary emails documenting completed locations and upcoming schedules, with payment withheld for services lacking proper documentation.
