About this file

This document is an Exhibit A - Initial Project Information prepared by DLZ Michigan, Inc. for Genesee County's new Recycling and Education Center project located at 609 Chavez Dr in Flint, Michigan. The county is seeking proposals from qualified Construction Management (CM) firms to provide services for constructing a permanent, state-permitted recycling drop-off center that will allow county residents to dispose of and recycle various materials including household hazardous waste, electronics, paper, cardboard, plastic, and metals. The project is anticipated to be a pre-engineered metal building totaling approximately 23,000 square feet, with the Guaranteed Maximum Price (GMP) not expected to exceed $10,500,000. The project timeline indicates a bid release no later than April 2026, with construction to be completed and operational by July 2027.

The facility is designed with sustainability in mind, potentially incorporating features such as solar panels, stormwater management systems, locally-sourced materials, and efficient mechanical and electrical systems. The project will include multiple site development areas, including concrete bunkers for different recycling categories, a recycling roll-off shelter, and spaces for public interaction, staff administration, and household hazardous waste processing. The site plan shows provisions for future county facilities and expansion, with careful consideration given to traffic flow, parking, and environmental protection. The design includes distinctive architectural elements like a colorful tree mural and a modern, functional layout across two floors, emphasizing both operational efficiency and educational potential for community recycling awareness.

Scope Summary:

Genesee County is soliciting proposals from qualified Construction Management (CM) firms who can provide CM services related to the construction of a new Recycling and Education Center at 609 Chavez Dr, Flint, MI 48503.

The County is working toward developing a permanent, state permitted recycling drop-off center that will be available to county residents to properly dispose of and recycle various materials including, but not limited to, household hazardous waste (HHW), electronics, as well as paper, cardboard, plastic, and metals. Environmental, public, staff, and facility protection is paramount. The facility will collect and store flammable materials including lithium-ion batteries.

As a Recycling and Education Center, incorporating and sharing sustainable design features is an important part of project development. These features will be tailored to the available budget based on a best-value decision making process, and may include systems like solar (PV) panels, storm water management systems (bio-swales and gray water for irrigation, sanitary, and equipment washing), locally-sourced and high-recycled content materials, and highly efficient mechanical and electrical systems.

The County has engaged DLZ Michigan, Inc. for architectural and engineering design services. The project is anticipated to be a pre-engineered metal building totaling approximately 23,000sf (excluding exterior material storage bunkers); refer to Exhibit A for Initial Project Information including conceptual plans and preliminary schedule information. The CM’s Guaranteed Maximum Price (GMP) for this project is not anticipated to exceed $10,500,000.

The project is anticipated to be released for bid no later than April of 2026, with construction complete and operational by July 2027. The CM must work collaboratively with the Owner and Design Team to establish and implement project goals as outlined in the scope of work.
