Exhibit A: Scope of Work
Task 1: Design Assistance
The selected Landscape Designer will be responsible for direct scheduling of landscape design consultations with the participants of this program, and the delivery of a completed and final landscape design package that meets Metropolitan Water District’s (MWD’s) Turf Replacement Rebate requirements. The participants must have green live grass that they want to transform into a water-efficient landscape.
This program is open to all residents, Public Agencies, Homeowner Associations (HOAs), and Commercial, Industrial, and Institutional (CII) sites within West Basin’s service area (see map and web link below).
A primary goal of the program is to enable participants to use their new landscape designs to apply to MWD’s Regional Turf Replacement Rebate Program. Having a landscape design is required to apply for the rebate program, which can serve as a barrier to participation, therefore, by providing the site with a free landscape design, West Basin aims to encourage greater participation in MWD’s Turf Replacement Rebate Program.
Also, recent state law (AB 1572) will prohibit Public Agencies, CII, and HOAs from irrigating non-functional turf with potable water, starting on January 1, 2027. The legislation will be phased in and begin with Public Agencies on Jan. 1, 2027, then CII on Jan. 1, 2028, and HOAs on Jan. 1, 2029. Public properties in disadvantaged communities (DAC) will have until January 1, 2031, to comply, contingent upon available state financial assistance or when state funding for turf replacement becomes available.
The potential turf replacement sites will range in size, dependent on existing turf/grass areas. The maximum size allowed through MWD’s Turf Replacement Rebate program is currently as follows:
• 5,000 square foot (sq. ft.) maximum for Residential
• 200,000 sq. ft. for Public Agencies, and
• 50,000 sq. ft. for CII and HOAs
Therefore, the landscape designs will follow MWD’s maximum turf replacement sq. ft.
requirement and not exceed these maximums as part of the designs. West Basin can make exceptions and exceed these square foot thresholds on a case-by-case basis, and with prior West Basin approval.
The selected Landscape Designer will complete an on-site walk-through and design consultation and provide the estimated hours for each customer type in their proposal. The selected Landscape Designer shall be prepared to provide a detailed description of the safety precautions taken upon entering the various sites.
A-2
The site design consultation will cover the following:
• Design style choice
• Grass Replacement project area design
• Plant choices and proper placement (photos of plants on the design with some plant details, name (common name and Latin name), size, shade, full sun, etc.
• Integrate approved tree (if requested by the applicant) MWD provides an extra rebate for installed trees
• Provide Plant care and Maintenance information to the site
• Irrigation recommendations (including suggested WaterSense labeled irrigation controllers, nozzles, etc.)
• Add the available device rebates and device photos onto the side of the design
• Understanding of Metropolitan Water District’s (MWD) Turf Removal Rebate Program
Terms and Conditions
• Understanding of AB1572 – Non-Functional Turf Regulation
• Review of the design with the Resident, Public Agency, CII, or HOA to ensure all questions and concerns are addressed
The selected Landscape Designer may be asked to provide the site with guidance on the placement of trees. The following is helpful guidance for considering tree locations among other right-of-way infrastructure.

Note: The construction of the project is the responsibility of the site, therefore, it is their responsibility to contact DIG ALERT 811 before constructing their garden so that they are aware of where all the utility lines are located on their property. West Basin and its landscape designer are not responsible for identifying the utility lines.
During the consultation, the selected Landscape Designer will begin to develop a Design Package that will meet or exceed the minimum design requirements for MWD’s Turf Replacement Program. To maximize the in-person consultation with the site, a pre-
A-3 consultation checklist is encouraged but not required. For a detailed list of MWD’s rebate requirements, please visit the program website at, www.SoCalWaterSmart.com, also linked here. The landscape designer will ensure that the landscape design meets MWD’s requirement for their turf replacement rebate, since the participant will be using the landscape design to apply for the rebate.
Note: If MWD or its rebate implementor (EGIA) rejects the landscape design for any reason, the landscape designer will work with the site to fix any issues and to ensure that it satisfies MWD’s and EGIA’s requirements.
A Landscape Design Package for each individual site should be provided within 30 days or less of the Design Consultation.
• The Landscape Design Package shall be supplied in electronic PDF format to both the Participant and West Basin and should be formatted to fit 8.5”x11” or 11”x17.” If requested by the site or if it’s applicable, the landscape designer will provide the site with hard copies of the landscape design.
• All plan drawings in the Landscape Design Package should show the turf removal area to scale; however, it is not necessary for the remaining landscape or buildings to be drawn to scale.
To keep costs down and work within the budget, West Basin is requesting a simpler design for residential designs as compared to a more detailed CII and Public Agency design.
• The Landscape Design Package for the Residential sites shall include:
o A Design Concept Plan in color. The turf removal area should be to scale, but it is not necessary for the remaining landscape to be drawn to scale.
o Identify the square footage areas of grass to be removed o A Planting Plan with full plant list and location of plants o Three (3) plants per every 100 square feet (one tree can take the place of the three plants) o Stormwater capture feature design and installation detail (techniques include rain gardens, rock gardens, dry riverbeds, swales, berms and grades for infiltration, or a cistern or rain barrel can also meet the stormwater capture requirement o Images, names, and size of plants at maturity to be used in the Planting Plan o Clearly identify areas on the design where grass will be removed, plant names, type of stormwater feature, and other qualifying permeable materials that will be used such as mulch, decomposed granite, permeable pavers, etc.
o Trees must be planted within the turf replacement project area.

A-4 o Trees must be a minimum size of 15 gallons when purchased and planted.
o Trees are expected to grow to at least 15-feet tall and 10-feet wide at maturity. This does not apply to edible fruit trees.
o Fruit trees will only be rebated for residential properties, not commercial.
o The maximum tree rebate per turf replacement application is 5 trees ($500).
o Add the available device rebates and device photos onto the side of the design o Exclusions exist based on tree species. For a list of excluded tree categories, view program Terms and Conditions at www.socalwatersmart.com
• The Landscape Design Package for the CII and Public Agency sites shall include:
o A Design Concept Plan in color. The turf removal area should be to scale, but it is not necessary for the remaining landscape to be drawn to scale.
o Identify in square feet, areas of grass to be removed o A Planting Plan (with full plant list) o Images, names, and size of plants at maturity to be used in the Planting
Plan o Trees are allowed, except for fruit trees o Stormwater capture feature design and installation detail o An Irrigation Plan for the project area. The Irrigation Plan may make use of the various irrigation manufacturers’ free design services as long as the irrigation system is designed with efficient and low flow irrigation technologies.
o Add the available device rebates and device photos onto the side of the design o Type and quantity of mulch or other soil amendments, if needed o Materials list and quantities
Other Key Elements of the Irrigation Plan Include:
o Site Map/Plot Plan: A drawn-to-scale map of the property, including property lines, structures, driveway, walkways, and existing trees, shrubs, and lawn areas.
o Hydrozones: Zoning of the landscape, grouping plants with similar water needs (e.g., turf in one zone, shrubs in another) to enhance water efficiency.
http://www.socalwatersmart.com/
A-5 o Component Locations: Specific placement of the irrigation controller, backflow prevention device, main shut-off valve, manifolds, piping, and sprinkler heads or emitters.
o Drip Irrigation: Specific locations of drip irrigation lines and/or bubblers used for trees, shrubs, and garden beds to apply water slowly directly to the root zone.
o Smart Controllers: Type and location of recommended weather based controller or soil moisture sensors to conserve water.
o Pressure Regulators: Type of pressure regulators to ensure pressure is low enough to prevent misting and to work with lower drip line precipitation rates.
o Check Valves: If required, identify type and quantity of check valves to Install on slopes to prevent low-head drainage (puddling) o Component Legend & Specifications: A detailed list specifying the type, size, and brand of all components (e.g., drip line size and drip emitter precipitation rates, etc.)
o Special Notes & Codes: Documentation of local municipal codes, HOA requirements, and specific installation instructions (e.g., burial depth, location of existing underground utilities)
• If the site is planning on utilizing MWD’s Turf Replacement Rebate, then the design will adhere to all the rebate requirements provided on their program page listed here: www.SoCalWaterSmart.com
Project Administration
The selected Landscape Designer will be responsible for submitting progress reports which should indicate status of all pending, active, and completed Consultations, along with appointment dates or completion dates. West Basin will work with the designer to develop a shared file that the designer will keep updated and live.
Progress reports should include:
• Tracking of budgets and Consultant hours spent
• Monthly invoices: Invoices should follow a sales invoice or purchase invoice format (West Basin to approve initial one) and shall consist of individual line items as described in each Task:
o Design Consultation/Package (in hours) o Invoices will be submitted to West Basin’s Finance Dept. with a copy to the West Basin Project Manager https://www.google.com/search?q=Special+Notes+%26+Codes&rlz=1C1GCEA_enUS1138US1138&oq=what+should+an+irrigation+plan+contain&gs_lcrp=EgZjaHJvbWUyBggAEEUYOTIHCAEQIRigATIHCAIQIRigATIHCAMQIRigAdIBCDgxNzVqMGo3qAIAsAIA&sourceid=chrome&ie=UTF-8&mstk=AUtExfBxbmfWayWo6ThkkwOslUGDGMnG1d-7ZotW8DfDGUlpafN9HWq6GpWLg64kaNBU4n_u8WpCgCGda5p8Jq3cf7xDvlGOClFxic5eQvbGYEn3Ov4PmjPteIVNYj8Ai400l7l0eGi9DH_EqgppLYwQ8MQNnsQ0LGchben4fcCZ9Z6LNhs&csui=3&ved=2ahUKEwiEorHVgYWUAxVTIEQIHfbTHTQQgK4QegQIBBAJ http://www.socalwatersmart.com/
