About this file

Exhibit A is a Contractor Construction Guidelines document issued by Clifton T. Perkins Hospital Center under the Maryland Department of Health, establishing operational requirements for all contractors, subcontractors, and personnel conducting construction or renovation projects at the facility. The guidelines establish a Construction Oversight Work Group that monitors projects to maintain a safe and comfortable environment for patients, visitors, and staff. Key requirements include prohibitions on fraternization with patients, mandatory security of all tools and materials with dust barriers where necessary, 72-hour advance notice to the designated Hospital Representative for any service disruptions, completion of a Pre-Construction Risk Assessment, and strict adherence to infection control and Interim Life Safety Measures. The facility maintains a smoke-free environment with zero tolerance for tobacco, alcohol, drugs, weapons, or contraband on hospital grounds.

Additional operational requirements mandate that contractors immediately cease any activities deemed unsafe by hospital personnel, maintain secure areas to prevent unsupervised patient access, keep all vehicles and equipment locked except during entry and exit, and comply with strict confidentiality protocols regarding patient information and photography. Contractors must maintain professional appearance and demeanor, including appropriate dress without tobacco or alcohol logos and prohibition of profane language. The guidelines emphasize that patient well-being is paramount and require contractors to immediately report any situation or condition affecting patient or staff safety to the Hospital Representative or Director of Maintenance at (410) 724-3000. The Hospital retains sole discretion to waive certain requirements and will incur no additional costs when requiring contractors to cease activities for safety reasons.
