About this file
This is a Technical Requirements Exhibit for a state/local contract opportunity issued by the Los Angeles County Metropolitan Transportation Authority (LACMTA) for the procurement of an articulated-bus transport trailer, Specification Number MA-26-01-B. The trailer must be a hydraulic detachable gooseneck, extendable lowboy model suitable for transporting and recovering disabled Metro 60-foot articulated transit buses on public roadways. The specification requires a single trailer unit with a minimum rated payload capacity of 70,000 pounds, a gross vehicle weight rating (GVWR) of at least 100,000 pounds, a minimum of 52 feet of usable deck length, a nominal loaded deck height of 22 inches, and a minimum of three rear axles with individual axle load ratings of at least 25,000 pounds GAWR. The trailer must include specific components including a heavy-duty air ride suspension system, OEM hydraulic winch system with minimum 30,000-pound line pull, air brakes compliant with FMVSS requirements, DOT-compliant lighting with battery-powered LED warning lights, tie-down and securement points, bus ramps with lift assist systems, landing gear, and an onboard axle load monitoring system. Bidders must respond to all highlighted line items with "In compliance" or provide specific values offered, and may request approval for substitutions through the approved equals process outlined in LOI-10. Requested delivery is within 300 days from the contract effective date, with final acceptance inspection occurring within 2-4 weeks of equipment delivery, contingent on no pending issues.
The specification requires bidders to provide comprehensive documentation including dimensional drawings showing bus positioning, kingpin loading reactions, axle locations, and overhang calculations for Metro's longest and heaviest articulated bus configurations. All warranty periods commence from the equipment acceptance date with zero deductible and must be performed at local dealerships within the Los Angeles area; bidders located more than 60 miles from Los Angeles must certify that full warranty service coverage is available through a local like dealer. Bidders must supply one complete operator's manual and one digital version of all OEM maintenance, repair, electrical schematics, and parts manuals. Training requirements include one OEM-authorized operator training class and one maintenance training class covering preventative maintenance, diagnostic testing, and major component maintenance, to commence within 30 days of vehicle acceptance. The specification references Specification MA-26-01-A for compatible tractor requirements and LOI-14 for critical dates related to approved equals submission deadlines. If the proposed tractor-trailer system results in deviations from dimensional, axle loading, or permit-related requirements, Metro may evaluate the system based on documented verification from California Department of Transportation, County, and City permitting authorities confirming eligibility for transportation permits.
