About this file
This is an exhibit document for a pressure washing services request for proposal issued by the City of Orlando and the Downtown Orlando Community Redevelopment Agency. The scope of work encompasses pressure cleaning of sidewalks, pavers, curbs, gutters, signs, and other structures within the CRA boundaries, with specialized services at Camping World Stadium including wall and stair washing up to two feet in height and water removal from concourse areas across multiple levels (seating bowl, terrace, plaza, mid-bowl, upper-bowl, and field-level main concourse). The City anticipates awarding a single contract on an as-needed basis. A non-mandatory pre-proposal conference is scheduled for July 9, 2026 at 9:30 a.m. via Microsoft Teams, with written questions due by July 20, 2026 at 5:00 p.m. Proposals are due July 30, 2026 at 2:00 p.m., with public proposal opening occurring the same day via virtual meeting. The initial contract term is three years with two additional one-year renewal options, for a cumulative maximum of five years.
Contractors must meet minimum qualifications of five years of pressure washing services experience within the last five years and provide three references. All labor, equipment, materials, water, and disposal fees are the contractor's responsibility. Required insurance includes commercial general liability of at least $1 million per occurrence, workers' compensation at statutory limits, and automobile liability of at least $1 million combined single limit. The Living Wage Policy applies if CRA expenditures exceed $100,000 annually, requiring covered service contractors to pay employees a minimum of $15.00 per hour for straight time. Evaluation criteria include experience and qualifications (35 points), technical approach and methodology (23 points), price (20 points), sustainability practices (10 points), personnel and project management (10 points), and veteran business enterprise participation (2 points). The contract is governed by Florida law with venue in Orange County.
