About this file

This document comprises Special Provisions for Highway Maintenance Construction issued by the Oregon Department of Transportation (ODOT) for a roadside development project on the Beaverton-Tigard Highway (OR217) in Washington County, Oregon, scheduled for December 2025. The project involves installing trees and plantings, installing signs, and performing incidental work as specified in the plans and specifications. The work is governed by the 2024 Oregon Standard Specifications for Construction, with modifications detailed in these special provisions covering mobilization, public traffic accommodations, work zone traffic control, erosion and sediment control, environmental protection, sign materials, seeding, and planting. A pre-construction meeting is required seven days prior to the proposed start of construction, and contractors must submit a detailed project schedule, planting work plan, plant establishment plan, weed control work plan, traffic control plan, and photo logs for approval. Single traffic lane closures on the Beaverton-Tigard Highway are permitted Sunday nights through Sunday mornings between 9 p.m. and 5 a.m., with shoulder closures allowed at any time. Special events including the Beaverton Celebration Parade (typically September), Beaverton Half Marathon (typically July or August), and Oregon International Air Show (April through October) will occur during the project timeline and must be considered in scheduling.

Quantities in the bid item list are estimated and serve only as a guide, with ODOT reserving the right to adjust quantities and add or delete items as needed. The contractor is responsible for quality control and assurance, including material testing and replacement of rejected materials at no additional cost to the State. Contractors must provide weigh slips for materials, implement comprehensive erosion and sediment control measures, maintain traffic control devices in acceptable condition, provide dedicated flagger stations during shoulder and lane closures for landscaping work, and comply with all applicable OSHA safety regulations, ANSI Z 133.1 standards, and Manual of Uniform Traffic Control Devices (MUTCD) requirements. Environmental protection measures include pollution control, protection of fish and fish habitat, restrictions on pesticide and herbicide application near water bodies with specific buffer distances, protection of migratory birds and nesting habitat from March 1 through September 1, and comprehensive water quality standards prohibiting discharge of contaminated water. The project requires compliance with the Oregon Utility Notification Center's rules, and invoices must be submitted via email with specific certification statements and billing information directed to ODOT Region 1 in Portland, Oregon.

• Monitor weather and streamflow forecasts and conditions to anticipate high flows that may unintentionally inundate any portion of the Project Site.

• If high flow conditions occur or are anticipated to occur that may unintentionally inundate any portion of the Project Site, remove all potentially affected Equipment, Materials, and debris from the potential inundation area. Cease Work in the area until water recedes and the risk of further high water events passes. The Engineer retains the authority to temporarily halt or modify the Work in case of excessive turbidity or damage to natural resources.
