Summary of Exhibit 5 - Specifications

This document comprises the Special Provisions for Maintenance Highway Construction issued by the Oregon Department of Transportation (ODOT) for a pavement repair project on Interstate 405 (I405) in Multnomah County. The project involves a 2-inch grind and inlay operation on the Kerby Entrance Ramp at mile point 2.88-2.99 on the Stadium Freeway, including cold plane pavement removal, tack coat application, temporary and permanent pavement markings, and comprehensive traffic control measures. The work zone covers 739 linear feet with varying width on the southbound (SB) lane. The contractor must achieve substantial completion by September 30, 2026, with a final completion deadline of October 15, 2026. Work is to commence upon notice to proceed. The project specifications reference the 2024 Oregon Standard Specifications for Construction, with detailed technical requirements outlined in Sections 00200 and beyond, supplemented by modifications specific to this contract documented in the Special Provisions and Standard Drawings.

The work encompasses furnishing Level 4 Dense Asphalt Concrete Pavement (ACP) mixture with a minimum compaction requirement of 91% of Maximum Aggregate Mixture Density (MAMD), along with all associated traffic control devices, temporary pavement markings (to be applied using temporary paint only), and permanent durable striping. The contractor bears responsibility for developing and implementing an approved Traffic Control Plan (TCP) with all costs for traffic control, erosion and sediment control, environmental protection, and work zone maintenance included within the bid items. No separate payment is provided for temporary traffic control, erosion control, or environmental protection. Notably, the project area disturbs zero acres on Agency-owned land, making NPDES 1200-CA permit coverage inapplicable. Testing requirements include minimum sampling and testing protocols for each 1,000 tons of asphalt placement, with the contractor responsible for quality control and quality assurance throughout construction. Any defective pavement must be repaired at no additional cost to the State in accordance with ODOT District 2B guidelines for pavement restoration.

Updated 11/9/2020

Region 1 Maintenance Guidelines for Pavement Restoration or Defective Work

This guideline applies anytime the asphalt saw cut does not fall at a lane line, striping is removed and not replaced in the same location or when defective paving has to be replaced.

Base Objective: Motorist cannot feel the repaired pavement. Prolong the working life of the asphalt pavement and reduce future maintenance costs.

Repair Guidelines:

1. Pavement condition new or like new (1‐3 years old): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 100 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 100 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective/saw cut area.

2. Pavement condition anything less than new (3 years or older): Complete a 2” grind and inlay with the same Level of ACP required in the contract (Level 3 minimum) for an area that covers the entire lane width of every lane affected by 50 foot long. The length to be centered on the defective/saw cut area if the defective area is small. If the area is larger than 50 feet then complete a 2” grind and inlay with the same Level of ACP required in the contract for an area that covers the entire lane width of every lane affected by the entire length of the defective area.

3. When there are several smaller areas that are within a short distance of each other complete one continuous repair.

4. The District Manager or their designated representative will determine the limits of the repair based on these guidelines.
