About this file
This document is a Specifications exhibit for the Oregon Department of Transportation (ODOT) District 7 addressing the 2026 South Douglas Milling, Inlay, Mill (MIM) Paving Project. The project involves cold plane pavement removal and placement of emulsified asphalt tack coat and Level 4 dense asphalt concrete pavement along Interstate 5 between mile points 94.3 and 92.35 in Douglas County, Oregon. The work is located on the southbound B-Lane over a 6,800-foot length and 13-foot width with a 4-inch depth. The specifications are based on the 2024 Oregon Standard Specifications for Construction with modifications specific to this project. Blake Howren, ODOT District Operations Coordinator, serves as the primary contact for general project information. Traffic lane closures are permitted only during nightly hours from 6:00 p.m. to 7:00 a.m., Sunday through Friday, with work zones not exceeding one mile in length. The contractor must schedule and coordinate work zone traffic control with the ODOT Project Manager a minimum of 28 days prior to beginning work, while ODOT will provide and maintain work zone traffic control as needed throughout the project duration.
The specifications require the use of PG 70-22 ER grade asphalt cement and mandate that paved surfaces be constructed full width and length through the wearing course during the same shift before opening to traffic. Longitudinal joints must be constructed six inches from permanent lane markings or as directed. Asphalt concrete pavement quantities will be measured on a weight basis with no separate measurement or payment for asphalt cement, additives, or treatments used in the mixture. No separate or additional payment will be made for emulsified asphalt tack coat, temporary flexible pavement markers, or work related to maintaining temporary pavement markings until permanent markings can be restored by ODOT forces. The specifications explicitly state that contractor obligations not separately identified in the bid schedule are to be performed as incidental work with no separate measurement or payment required.
