Exhibit 5 - Preliminary Specification for Mid-Size Hybrid Utility Vehicle

This document is a preliminary vehicle specification prepared by the California Department of General Services, Procurement Division for a statewide enforcement vehicles contract opportunity focused on police pursuit vehicles. The specification details requirements for mid-size hybrid utility vehicles intended for law enforcement use. The document establishes technical and performance standards for vehicles that must balance operational capabilities required for police pursuit activities with hybrid powertrain efficiency. Key specifications address vehicle dimensions, powertrain requirements, safety features, pursuit performance metrics, interior configurations, and equipment mounting capabilities. The vehicle must meet specified acceleration, braking, and handling performance standards necessary for pursuit operations while incorporating hybrid electric technology to reduce fuel consumption and emissions. The specification includes requirements for durability, reliability, and compatibility with standard law enforcement equipment and accessories.

The preliminary specification establishes minimum performance thresholds and technical requirements that potential vendors must meet when submitting vehicles for consideration under the statewide contract. Requirements encompass engine specifications, transmission type, suspension systems, braking capabilities, electrical systems, interior ergonomics, and exterior dimensions suitable for law enforcement applications. The document serves as the baseline against which vendor proposals will be evaluated, ensuring that all submitted vehicles meet California's operational and technical standards for police pursuit enforcement vehicles. This specification is part of the RFI process to solicit information from interested suppliers and develop comprehensive statewide contract terms and conditions for procurement of enforcement vehicles across California jurisdictions.
