About this file

This document is a narrative for the Round Butte Cinder Pit, which is a prospective material source for the District 10 Sanding Aggregate Production 2024 project in Jefferson County, Oregon. The project is being managed by the Oregon Department of Transportation (ODOT) Region 4. The project requires the production and stockpiling of approximately 10,000 cubic yards of cinder winter traction sanding aggregate. The narrative provides details on the source geology, current project-specific design, and operational requirements for contractors interested in utilizing this material source. It also includes instructions for public notice, road signage, and accessing additional information about the material source.

The narrative indicates that the Round Butte Cinder Pit is a joint-owned ODOT and U.S. Forest Service (USFS) source. The excavation area contains adequate material to complete the project, and contractors must follow the provided development plan and operating specifications. The produced sanding aggregate will be stockpiled at the material source on ODOT property. Contractors are required to maintain access roads, install gates, and relocate a portion of the county road to accommodate the excavation. The site must be left in a stable and safe condition upon completion of the current operation.

RE: Narrative for Round Butte Cinder Pit - Prospective Material Source ODOT Source #OR-16-007-4, DOGAMI #16-0021 The Dalles – California Highway (US97), MP 93.04

Introduction This memo and all the attachments are available through OR Buys to all bidders that inquire about this prospective material source, according to Section 00120.25 of the Oregon Standard Specifications for Construction 2024. This combination ODOT-owned/USFS-owned source of cinder material is offered as a prospective material source for excavation, processing and stockpiling of material for this project.

The prospective material source is an existing cinder pit known as Round Butte Cinder Pit located in the S½ of Section 13, T. 11 S., R. 12 E., and the N½ of Section 24, T. 11 S., R. 12 E., W.M., in Jefferson County. Access to the site is at MP 93.04 of The Dalles- California Highway (US97) via turning west onto J Street in Madras, Oregon, and continue 7 miles on Belmont Lane. Turn south onto County Road no. PU 3112 (Cinderpit Rd) and continue approximately 0.7 miles, take left fork and continue 0.1 mile to the pit. This site is joint owned and cooperatively managed by ODOT and the USFS, however the access is on a county road that crosses private property.

The current development plan for this source was prepared based upon the estimate of the current project requiring approximately 10,000 cubic yards of cinder winter traction sanding aggregate.

The excavation area shown on the Prospective Material Source Development Plan (GE01 & GE02) in the contract contains adequate material necessary to complete the project with the above proposed quantity.

District 10 Sanding Aggregate Production 2024 Narrative for Round Butte Cinder Pit – Prospective Material Source The Dalles - California Hwy., US97, MP 93.04, Jefferson County

As per Oregon Standard Specifications for Construction (2024), Section 00120.15 Examination of Work Site and Solicitation Documents; Consideration of Conditions to be Encountered, Contractors shall carefully examine the available information for the source, and become familiar with the existing conditions, the appearance of the site, and the conditions they expect to encounter prior to bid submittal. As stated in the separate project material source operating specifications in the contract, proposed development plan changes shall be submitted in writing for approval by the Project Manager.

Refer to the Plans, Special Provision Section 00235 Agency Provided Material Source, and Special Provision Section 00680 Stockpiled Aggregates supplied in the Bid Packet, as this Narrative is for informational purposes only.

Source Geology Round Butte Cinder Pit is located on a volcanic cinder deposit, mapped as a Qc geologic unit, in the center of a surrounding relatively small stratovolcano landform mapped as unit Qob, composed of mafic vent and flow deposits. Beyond the terrain of the butte lies widespread flows of basalt, mapped as Tob, and the water-laid pyroclastic rocks of The Dalles Formation mapped as Td.

Available information suggests that the Qc and Qob units are of Pleistocene age (approx. 11,700 to 2.58 million years ago), and that the surrounding basalt flows, and The Dalles Formation are Pliocene (2.6 to 5.3 million years). 1 Onsite reconnaissance of the site excavation and related slopes reveals that the cinder deposits may be segmented by welded cinder masses. On the northeastern portion of the active pit, large excavations into the un-welded cinder have occurred leaving vertical and near-vertical walls.

The site was drilled in 2015 by ODOT to evaluate general subsurface conditions for expansion of the pit. Three borings (AH15-01 to AH15-03) were drilled to determine the depth of overburden, and quality and quantity of cinder material. The borings encountered approximately 10 to 25 feet of stockpiled and native overburden overlying gravelly to sandy-sized scoria cinder material. The bore hole locations are shown on the Prospective Material Source Development Plan, and the boring logs are attached to this narrative.

Current Project-Specific Design The strategy for operations is to excavate loose cinder on the over-steepened portion of the northern slope in the active pit located on USFS property, as shown on the Prospective Material Source Development Plan. If there is not sufficient loose material to meet project quantity at the location shown on the Material Source Development Plan, contact Bobbi Jean Cummiskey, ODOT Geology (ph. (541) 316-9921) to determine additional excavation location.

The designed excavation includes 1V:1.5H slopes for general stability and safety, and to facilitate pushing and moving material toward the processing area. The contractor shall not leave any excavated slopes steeper than 1V:1.5H. Site operations are restricted to 6:00 a.m. to 6:00 p.m.

Monday through Friday, and 8:00 a.m. to 5:00 p.m. on Saturday. Do not conduct any operations on Sunday or legal holidays.

During source cleanup the Contractor is required to place all oversize material loosened in the source in the oversize stockpile as shown. The Contractor is not responsible for stockpiling, using, or reducing the size of oversize material outside of the excavation area, with the exception of consolidating the stockpiled oversized material as shown.

The produced sanding aggregate will be stockpiled at the material source in the main stockpile area, located west of the existing active excavation area, on ODOT property, and as shown on the Prospective Material Source Development Plan. The Contractor must coordinate with the Project Manager to discuss and agree on temporary and permanent stockpile layout and then prepare the stockpile area accordingly.

It is important that access roads be maintained. If the contractor chooses to utilize this prospective material source, two locked gates shall be installed on County Road no. PU 3112 (Cinderpit Rd) at Belmont Lane, and at the northern ODOT property line. A portion of County Road no. PU 3112 (Cinderpit Rd) will need to be re-located as shown on the Prospective Material Source Development Plan to accommodate the removal of material from the excavation area.

This operating plan will allow for removal of the required aggregate products for this project and leave the site in a condition that will allow for future systematic development. The Contractor is required to leave the excavation floor free from abrupt slopes, holes or depressions. The processing and stockpile areas must be left in a uniform and reasonably smooth and level condition.

When the current operation is completed the site excavation area and use areas must be left in a stable and safe condition.

Additional Information Prior to pit occupation, provide public notice in the local newspaper regarding the closure of Jefferson County Road number PU 3112 (Cinderpit Road). Provide closure description, dates, and contract information to the Madras Pioneer (ph. 475-2275/fax. 475-3710) three weeks in advance of occupying the source and again at two weeks prior to allow time for publishing in the newspaper at two weeks and one week prior to source operations. To reduce through going traffic adjacent to the excavation area, road signs indicating quarry activity should be posted on Jefferson County Road no. PU 3112 (Cinderpit Road) west of Round Butte Cinder Pit at the junction of SW Williams Road and the un-named road to the south, as well as to the east of Round Butte at the junction of SW Round Butte Drive and the road that runs along the east of Round Butte Cinder Pit.

If additional information about the material source is desired, contact the Project Manager’s office

(ph. 541-419-9481). An appointment will be scheduled to view ODOT material source files.

Someone from the Geology staff must be present when the information is being reviewed; this is to assure accuracy and consistency in the distribution of information.
