About this file

This document is an enclosure titled "Mission-Essential Contractor Services" that describes contractor services identified as essential to support mission-essential functions under a federal contract. It cites Defense Federal Acquisition Regulation Supplement (DFARS) clauses 252.237-7023 and 252.237-7024, which require contractors to provide a written plan describing how they will continue to perform these essential services. All services required within the Performance Work Statement (PWS), Statement of Work (SOW), or Statement of Objectives (SOO) are deemed mission-essential. The essential services support vital systems, installation/base support, and other functions that, if interrupted, would seriously impair the effectiveness of defense systems or operations.

The related federal contract opportunity is a solicitation issued by the Defense Information Systems Agency (DISA) to award a single Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to support the DISA Commercial Ethernet Gateway (CEG-HI) initiative. The purpose is to migrate to Ethernet-based services to eliminate legacy technology and reduce telecommunications costs. The acquisition will use the lowest price technically acceptable evaluation method. The period of performance is 10 years if all options are exercised. The NAICS code is 517111. Proposals are due on September 16, 2024 at 8:00 AM Hawaii Standard Time.

Subject: Mission-Essential Contractor Services

In accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 252.237-7023, Continuation of Essential Contractor Services, the Government has identified all or a portion of the contractor services to be performed under this contract as essential contractor services in support of mission essential functions.

IAW DFARS 252.237-7024, the offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in this document.

All services required within the PWS/SOW/SOO are deemed mission essential.

“Essential contractor service” means a service provided by a firm or individual under contract to DoD to support mission-essential functions, such as support of vital systems, including ships owned, leased, or operated in support of military missions or roles at sea; associated support activities, including installation, garrison, and base support services; and similar services provided to foreign military sales customers under the Security Assistance Program. Services are essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by the interruption of these services, as determined by the appropriate functional commander or civilian equivalent.

“Mission-essential functions” means those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent. Failure to perform or sustain these functions would significantly affect DoD’s ability to provide vital services or exercise authority, direction, and control.
