About this file
This document is a technical specification for zero-emission transit buses (ZEBs), including both battery electric buses (BEBs) and fuel cell electric buses (FCEBs), issued by the State of California's Department of General Services, Procurement Division. The specification establishes the minimum requirements for heavy-duty and cutaway ZEBs to be used for suburban express and urban arterial street service, including details on applicable laws and industry standards, definitions, technical requirements for general design, workmanship, operating environment, accessibility, and powerplant configurations. The specification is part of a Request for Proposal for Zero-Emission Transit Buses, which the State of California is issuing.
The technical specification provides detailed requirements for the design, performance, and compatibility of the ZEBs, including requirements for shop/depot charging and fueling connections, Altoona testing, and adherence to APTA standards. The specification covers both heavy-duty bus configurations ranging from 30 to 60 feet, as well as cutaway bus configurations with a minimum seating capacity of 12 ambulatory and 2 wheelchair passengers on a Ford E-450 or equivalent chassis. The cutaway buses must meet FTA Useful Life of Buses requirements.

1.0 SCOPE
This specification establishes the minimum requirements for zero-emission transit buses (ZEBs) of both battery electric buses (BEBs) and fuel cell electric buses (FCEBs). This specification is not intended to dictate any specific design, but rather indicate the base type of bus and equipment desired by the State. This specification defines requirements for a heavy-duty and cutaway ZEBs to be used for both suburban express service and general service on urban arterial streets. Specific options not included in this specification for the base ZEB shall be configured directly with the manufacturer and/or dealer.
Intent is to maximize passenger appeal in appearance, comfort, and safety combined with excellence in reliability, operating characteristics, and economy of operation. The ZEBs are for seating a wide spectrum of ambulatory and wheelchair passengers including children, adults, elderly, and people with disabilities.
The contractor shall ensure that the application and installation of major subcomponents and systems are compliant with all such subcomponent vendors’ requirements and recommendations.
Components used in the vehicle shall be of quality design and capable of transit service.
The ZEBs may be referenced as “the bus” for this specification and requirements.
