About this file

This Memorandum of Agreement (MOA) template establishes the framework between the Michigan Army National Guard (MIARNG), Department of Military & Veteran Affairs (DMVA), and non-federal entities seeking support at Camp Grayling Joint Maneuver Training Center (CGJMTC) located in Crawford, Roscommon, and Kalkaska counties in Michigan. The MOA governs the provision of administrative, logistical, and facility support for various training projects and events conducted at CGJMTC, a nationally recognized Defense and Homeland Security Enterprise facility. Non-federal entities must schedule projects through the Range Facility Management Support System (RFMSS) at least 90 calendar days in advance and submit detailed statements of work, participant lists, spill response plans, and risk assessments. Key personnel requirements include designating qualified Range Safety Officers and medical support personnel who must attend CGJMTC safety briefings at least annually. The MOA becomes effective the day after final signature and expires one year from the date of the last signature, with termination possible upon 90 calendar days' written notice by either party.

Entities utilizing CGJMTC must obtain and maintain a minimum $1,000,000 liability insurance policy per occurrence with $300,000 coverage for injury to any person in a single occurrence and $1,000,000 for total injury coverage, plus $300,000 for property damage per occurrence, with the State of Michigan and DMVA listed as additional insureds. Non-federal entities are responsible for all incremental costs associated with facility and range use, calculated at the USPFO-approved Category 1 rate for the current fiscal year. The Camp Grayling Incremental Cost Recovery Manager generates invoices 15 calendar days after activities conclude or on a monthly basis for enduring activities, with payment due within 90 calendar days. The entity assumes all risks associated with projects and must indemnify and hold harmless the State of Michigan, DMVA, the Federal Government, Department of the Army, and National Guard Bureau from claims arising from the entity's performance. All records supporting projects must be maintained for a minimum of ten years.
