About this file

This Pricing Schedule (Exhibit 15) is a component of Request for Proposal (RFP) 1251 issued by the Idaho Department of Lands for Single Engine Air Tankers (SEATS) services. The procurement requires contractors to submit pricing for two aircraft per designated base, with the initial pricing schedule addressing operations at Grangeville, Idaho. Contractors must provide daily availability rates and flight hour pricing for a base year beginning May 1, 2026, through December 31, 2026, followed by four option years (2027-2030) running January 1 through December 31 of each respective year. The mandatory availability period for the base year is estimated at June 15, 2026, through September 2, 2026. The pricing schedule requests separate line items for each aircraft, including make, model, and FAA registration numbers, with pricing required for guaranteed daily availability (80 days per period) and estimated flight hours (100 hours per period). All pricing must be submitted in whole dollars only, and incomplete pricing schedules will result in the offer being deemed unacceptable.

The pricing evaluation methodology is referenced in Section 5.3 of the Administration Information, though specific evaluation criteria are not detailed in this exhibit. The document notes that estimated flight hour quantities are provided for evaluation purposes only, with no guaranteed minimum or maximum amounts implied. Contractors must complete all shaded areas on the pricing schedule and may optionally indicate capability for operations in Alaska, Hawaii, and/or Canada, though the Alaska Supplement requirements are mandatory for any contractor offering Alaskan services. The document contains no information regarding set-asides, incumbent contractors, funding sources, or contract award value, as these details are not included in the pricing schedule template itself.
