About this file
This document is a Scope of Work (SOW) Exhibit for an Invitation for Bid (IFB25-0510) issued by the City of Orlando's Procurement and Contracts Division for the procurement of various aggregate materials for the Department of Transportation (DOT). The city seeks qualified bidders to provide DOT-approved sand (including FDOT-01 Sand, Brick Masonry Sand, and Well Point Sand), limerock road base, and #57 Granite Camak on an as-needed basis for citywide use.
The SOW provides detailed technical specifications for each aggregate type, including precise gradation requirements, sieve analysis standards, and compliance with Florida Department of Transportation (FDOT) regulations. The procurement process involves rigorous testing and quality control measures, with bidders required to meet specific material standards such as ASTM and AASHTO specifications. The city reserves the right to reject materials that do not meet the prescribed requirements, with the bidder obligated to replace non-compliant materials at no additional cost. The testing protocol includes independent assurance sampling, potential verification testing, and a standardized method to ensure that aggregate materials consistently meet applicable specification and uniformity requirements.

4. SCOPE OF WORK
The City of Orlando seeks qualified bidders to provide Department of Transportation (DOT) approved sand, masonry sand, well point sand, limerock road base, and #57 Granite Camak on an as needed basis to various locations City wide.
4.1 Standards
A. Section 120.53, Florida Statutes-Maintenance of Agency Final Orders B. Sections 901 and 902, Standard Specifications for Road and Bridge C. Chapter 14-103, F.A.C., Aggregate Source Approval D. Section 1.1; Materials Manual, Quality Assurance Monitoring of
Mineral Aggregate Sources
4.2 Material Specifications
A. FDOT-01 Sand
1. A sample must meet the following graduation requirements. The sample weight, dry weight, the accumulated weight and the percentage passing, percentage retention must be observed and recorded in the sample.
DOT Sand must meet ASTM C-33 standards.

2. Sources of supply must be approved by the City.
3. It shall be reasonably free of deleterious substances such as lumps of clay, soft or flaky particles, salt, organic matter etc.
4. The weight of such substances shall not be over 1.0%. From coarse to fine, it shall meet the following requirements in % total weight.
Sieve Size Percent Retained Percent Passing

5. Brick masonry sand shall pass the #8 sieve and be uniformly graded from coarse to fine. Brick masonry sand must meet the requirements of Section FDOT 902.3.2.
C. Well Point Sand
1. Silica sand for under drains and well points used as filter material for
Type I thru Type IV shall meet requirements as in B. above, except that no more than 2% shall pass a number 200 sieve.
2. Filter material for Type V under drain and well point, shall also meet the above requirements except that there shall be no more than 1% of silt, clay and organic matter, and the aggregate shall have a uniform coefficient of 1.5 or greater.
3. Well Point Sand must meet requirements for FDOT 902-4.
D. Limerock Road Base
1. The deleterious material of the limerock base shall meet the requirements of FDOT Section 911.
2. It shall be free of any hard pieces, lumps, balls or pockets of sand that may be detrimental to proper bonding.
Procurement and Contracts Division EXHIBIT 1 – SOW Page: 4
3. Gradation and size requirements: At least 97% shall pass a 3-1/2-inch sieve and material shall be graded uniformly down to dust. Fine material shall consist entirely of dust of fracture.
4. Limerock road base must meet requirements for FDOT 911.
D. #57 Granite Camak

4.3 Testing
A. Florida Department of Transportation’s (FDOT) Aggregate Source Approval
Rule (14-103) provides that when a Bidder Source is in full approval status, the Bidder may ship and certify aggregate without additional acceptance sampling prior to usage.
B. If visual inspection indicates that an IA (Independent Assurance) sampling is necessary, bidder will be so informed.
C. If test results from IA samples indicate that non-specification (defective) aggregates may exist at a point of use, then Stage I Action Plan may be initiated by the Department Material Engineer (DME), which will include Verification Sampling and Testing.
Procurement and Contracts Division EXHIBIT 1 – SOW Page: 5
D. Review of the Supplier’s plant, source, Q.C. program and stockpiling may then be initiated.
E. Upon Florida Department of Transportation’s advice, City will then reject or accept the material purchased.
F. If material is rejected, Bidder is obligated to replace the sand with acceptable material at no further cost to City. Suspension of the bidder’s plant may or may not be initiated by the DME.
G. This procedure establishes a standardized method for assuring that coarse and fine aggregate materials incorporated into City projects consistently meet applicable specification and uniformity requirements.
