About this file
This is a funding allocation exhibit for the New York State Unified Court System's Judiciary Civil Legal Services (JCLS) program, which distributes grant funding to non-profit legal services organizations across New York State's nine judicial districts. The JCLS program provides general operating support to enhance access to civil legal services for low-income individuals in matters involving housing, family law, health care, education, and subsistence income. The funding allocation is based on county population figures at or above 200% of the poverty rate, as determined by the U.S. Census Bureau's American Community Survey 5-Year Estimates. The exhibit details the distribution of total available funding across all New York State counties, organized by their respective judicial districts, establishing the financial allocation framework for the statewide RFP.
The total funding available through this program is $176,500,000 distributed across New York State's 5,503,837 individuals at or above 200% poverty rate. The largest allocations are directed to judicial districts with the highest concentrations of low-income populations, with Kings County receiving the largest single county allocation of $30,290,048 (17.16% of total funding), followed by Queens County at $21,916,632 (12.42%) and Bronx County at $21,737,273 (12.32%). The nine judicial districts receive varying amounts, ranging from the 3rd Judicial District's $7,000,497 to the 9th Judicial District's $15,042,517. Funded organizations are expected to leverage multiple funding sources including local and municipal funding, federal grants, the New York State Interest on Lawyer Account Fund (IOLA), and the Legal Services Corporation to provide comprehensive civil legal services to underserved populations.
