Summary of Form 1 - Proposal Document for OCA-DGCP-084 Judiciary Civil Legal Services, Statewide
This is a proposal document related to a Request for Proposals (RFP) issued by the New York State Unified Court System (UCS) for the Judiciary Civil Legal Services (JCLS) program. The UCS seeks proposals from not-for-profit legal service providers to deliver civil legal services addressing unmet needs of low-income New Yorkers in matters involving essentials of life, including housing (evictions, foreclosures, homelessness), family matters (domestic violence, child-related issues, family stability), access to health care and education, and subsistence income (wages, disability benefits, consumer debts). The funding is structured as general operating support covering organizational administration, staffing, facilities, infrastructure, and technology. Applicants may propose direct legal representation services across a broad array of civil case types or specialized services targeting underserved communities such as domestic violence survivors, elderly individuals, or non-English speakers.
The program anticipates that awarded organizations will maintain multiple funding sources, with the UCS serving as one among several funders supporting each organization's civil legal services program. This approach reflects the reality that legal services organizations typically operate with diversified funding from local or municipal sources, federal grants, the New York State Interest on Lawyer Account Fund (IOLA), the Legal Services Corporation, and other sources. The contract structure provides flexibility for organizations to integrate UCS funding with existing resources to maximize service delivery capacity and reach to vulnerable populations requiring civil legal assistance.
