About this file

This is a requirements exhibit for the California Department of Fish and Wildlife (CDFW) California Monitoring Program (CMP) web-based application system. The exhibit establishes functional and non-functional requirements organized into six primary categories: System Requirements, Data Entry Requirements, Database Requirements, Security Requirements, Business Analytics and Reporting Requirements, and System Testing Requirements. The project involves transitioning three existing systems—a distributed Microsoft Access application, a centralized SQL database, and the Survey Management Switchboard application—into a single integrated web-based platform to support anadromous salmonid population monitoring across California. The proposed solution must accommodate a minimum of 36 concurrent users, provide web-based data entry interfaces, support batch uploading of CSV files from Pendragon forms and other sources, and enable custom data extraction and querying capabilities. Requirements are prioritized as Mandatory (M), Required (R), Desired (D), or Vendor Evaluation (VE), with vendors instructed to assess each requirement and indicate whether they can meet it in full (Y), partially (P), or not at all (N), providing detailed comments regarding configuration, customization, timelines, and associated costs.

The requirements mandate that the system utilize Microsoft technology where feasible, comply with California Statewide Administrative Manual 5300 and NIST SP 800-53 standards, implement role-based access control with six defined user levels (Developer, Admin, Designer, Super User, User, and Read-Only), and leverage the existing SQL transactional database as the foundation. The system must support robust security measures including Federated Identity single sign-on, two-factor authentication, encryption both in transit and at rest, comprehensive audit logging, and compliance with privacy and data protection regulations. The new application shall be maintained by the CDFW DTD IT Systems Branch Marine-Fisheries Unit using technology familiar to that team or technology requiring minimal training. Testing requirements include comprehensive functional, integration, performance, load, stress, security, and usability testing, with dedicated development, staging, and production environments. All data currently in the CMP SQL database, CMP Population Data, and CMP Survey Management Switchboard data shall be consolidated into the single application as the authoritative source for all CMP data.

Exhibit 1 – CDFW California Monitoring Program Requirements Requirements The following table lists the key functional/non-functional requirements. Collectively, these requirements define the functional/non-functional aspects of the proposed solution.

Requirements are prioritized as follows:

M (Mandatory) – Absolutely vital features; project shall be canceled if not included regulation required functionality.

R (Required) – Features are not essential, but together they affect the viability of the project; additional functionality not specified by regulation; category of functionality that may be optional or a later system enhancement.

D (Desired) – One or more of these features could be omitted without affecting the project viability; nice-to-have function (e.g., bells and whistles); high-cost unique requirements.

VE (Vendor Evaluation) – The requirement will be used to evaluate additional functionality of the vendor solution.

Vendor Instructions: Analyze each requirement and determine the degree to which you meet the requirement and place an “X” in the appropriate “Requirement Met” column. Options are:

Y (Yes) – The requirement is satisfied in its entirety.

P (Partial) – The requirement is partially satisfied. Provide comments in the “Vendor Comments” Section and explain how the requirement is partially satisfied, if the requirement can be met with configuration or customization (please include discussion of time and fees to configure or customize the solution to meet this requirement), or if the requirement will be fully met in a new version of the product (please include the timeframe the new version will be available).

N (No) – The requirement is not met. If needed, provide comments in the “Vendor Comments” Section and explain if the requirement can be met with configuration or customization (please include discussion of time and fees to configure or customize the solution to meet this requirement), or if the requirement will be fully met in a new version of the product (please include the timeframe the new version will be available).
