About this file

This is an Amendment 1 to a Request for Quote (RFQ-DTD-FY2026-002) issued by the California Department of Fish and Wildlife (CDFW), Data and Technology Division, for web-based application development services to support the California Monitoring Program (CMP). CDFW seeks to consolidate three existing systems—a distributed Microsoft Access application, a centralized SQL database, and the Survey Management Switchboard (SMS) application—into a single web-based platform that enables data entry, batch upload functionality, custom query tools, and data retrieval capabilities for anadromous salmonid population monitoring. The project involves transitioning approximately 10-20 years of standardized data collected across California monitoring projects since 2011. Responses are due by October 23, 2026, at 2:00 PM, with interviews potentially scheduled for November 3-5, 2026, Notice of Intent to Award on November 13, 2026, contract award on November 20, 2026, and anticipated contract start date of December 1, 2026. The contract term is twelve months, from December 1, 2026, through November 30, 2027, with an optional six-month extension through May 31, 2028.

The current budget allocation is $488,000. Pricing must be submitted on the Cost Worksheet (Exhibit B) as a comprehensive, all-inclusive breakdown covering project management, requirements and design, application development and schema updates, pre-production testing, production deployment, and post-implementation support deliverables. A 5% preference is available to California-certified small businesses or non-small businesses with at least 25% small business subcontractor participation. The selected contractor must demonstrate minimum qualifications including five years of SQL Server design and coding experience, five years of Microsoft .NET platform development with C#, three years of cloud-based application development using Microsoft Azure, five years of data modeling and database design experience, three years working with Microsoft Access systems, five years of business requirements gathering, five years of project management experience, and five years of testing medium to large applications. The contractor must maintain commercial general liability insurance of at least $1,000,000 per occurrence with $2,000,000 aggregate, automobile liability of $1,000,000, professional liability of $1,000,000 per occurrence and $3,000,000 aggregate, and workers compensation with $1,000,000 limits.

I.GENERAL INFORMATION

A. BACKGROUND AND PURPOSE

California Department of Fish and Wildlife (CDFW) is responsible for the establishment of the California Monitoring Program (CMP) under California Fish & Game Code § 6951 (2025).

The purpose of CMP is to collect comprehensive data on anadromous salmonid populations, in coordination with relevant agencies, to inform salmon and steelhead recovery, conservation, and management activities. Since 2011, CDFW and partners have implemented the CMP to monitor and assess salmon and steelhead populations ranging from California’s border with Mexico to the border with Oregon. Data has been collected from many individual CMP projects across the state for 10-20 years using a standardized data structure referred to as the Aquatic Surveys Program (ASP) database.

The ASP database currently exists in three parts; 1) a distributed Microsoft (MS) Access application, 2) a centralized SQL database (mirroring the structure of the distributed MS Access application), and 3) the Survey Management Switchboard (SMS) application used to manage lookup table values. Currently, some ASP data are stored in the SQL database, however several intermediary steps and manual upload of data from text files or a distributed MS Access application into the SQL database are required due to a lack of user access and tools. A separate database application, called the Survey Management Switchboard (SMS Application), is used to enter, store, and retrieve various lookup table values used by the ASP to ensure uniform values are used across projects, and managers of the program. Standard Operating Procedures (SOPs) for entering and appending data into the distributed MS Access application will be available at the start of the project.

To improve data management and access, CDFW proposes to fully transition the existing SQL database and SMS application to a single web-based application with data entry, batch upload tools, and custom query and data retrieval tools to support the collection, storage, and analysis of comprehensive data on anadromous salmonid populations. The proposed project will allow approved users from CDFW and partner organizations to enter, upload, and download data, and perform data QA/QC by directly accessing a centralized application.

The period of performance for this contract is approximately twelve (12) months, The contract may be extended for six (6) months through May 31, 2028, for time only. The current budget allocation to support the services outlined in this document is $488,000.00.

B. AVAILABILITY

The selected contractor must be able to meet the requirements of this RFQ-DTD-FY2026-002 and be ready to begin work by December 1, 2026. If personnel offered by the selected contractor leave the contractor’s firm or are otherwise unable to participate in this contract, they must be replaced with comparably qualified employees who meet the minimum qualifications as stated within this RFQ. All replacement personnel are subject to approval by the State.

C. PERIOD OF PERFORMANCE

The term of this Agreement begins once the contract is fully executed, anticipated December 1, 2026, through November 30, 2027. The contract may be extended for six (6) months through May 31, 2028, for time only.

The contractor shall not be authorized to deliver or commence performance of services as described in the SOW until written approval has been obtained from all entities. No delivery or performance of service may commence prior to the execution of the Agreement.

DARFUR CONTRACTING ACT CERTIFICATION

Effective January 1, 2009, all Invitations for Bid (IFB) or Requests for Proposals (RFP) for goods or services must address the requirements of the Darfur Contracting Act of 2008 (Act). (Public Contract Code sections 10475, et seq.; Stats. 2008, Ch. 272). The Act was passed by the California Legislature and signed into law by the Governor to preclude State agencies generally from contracting with “scrutinized” companies that do business in the African nation of Sudan (of which the Darfur region is a part), for the reasons described in Public Contract Code section 10475.

A scrutinized company is a company doing business in Sudan as defined in Public Contract Code section 10476. Scrutinized companies are ineligible to, and cannot, bid on or submit a proposal for a contract with a State agency for goods or services. (Public Contract Code section 10477(a)).

Therefore, Public Contract Code section 10478 (a) requires a company that currently has (or within the previous three years has had) business activities or other operations outside of the United States to certify that it is not a “scrutinized” company when it submits a bid or proposal to a State agency. (See #1 on the Attachment).

A scrutinized company may still, however, submit a bid or proposal for a contract with a State agency for goods or services if the company first obtains permission from the Department of General Services (DGS) according to the criteria set forth in Public Contract Code section 10477(b).

The Darfur Contracting Act form can be located at:

https://www.documents.dgs.ca.gov/dgs/FMC/GS/PD/PD_1.pdf

DECLARATION FORMS

BIDDER DECLARATION (GSPD-05-105)

All Bidders must complete the Bidder Declaration form and include it with the bid response. When completing the declaration, Bidders must identify all subcontractors proposed for participation in the contract. Bidders awarded an Agreement are contractually obligated to use the subcontractors for the corresponding work identified, unless the State agrees to a substitution, and it is incorporated by amendment to the Agreement. The Bidder Declaration (GSPD-05-105) form can be located at:

https://www.documents.dgs.ca.gov/dgs/fmc/gs/pd/gspd05-105.pdf

1. DISABLED VETERAN BUSINESS ENTERPRISE DECLARATIONS (STD 843)

Bidders who have been certified by the State of California as a DVBE (or who are bidding rental equipment and have obtained the participation of Subcontractors certified by the State of California as a DVBE) must also submit a completed Disabled Veteran Business Enterprise Declaration form. All disabled veteran owners and disabled veteran managers of the DVBE(s) must sign the form(s). The completed form should be included with the bid response. The Disabled Veteran Business Enterprise Declarations (STD 843) can be located at:

https://www.documents.dgs.ca.gov/dgs/fmc/gs/pd/pd_843.pdf At the State’s option prior to award, Bidders may be required to submit additional written clarifying information. Failure to submit the requested written information as specified may be grounds for quote rejection.

SMALL BUSINESS REGULATIONS:

The Small Business regulations, located in the California Code of Regulations (Title 2, Division 2, Chapter 3, Subchapter 8, Section 1896 et seq.), concerning the application and calculation of the small business preference, small business certification, responsibilities of small business, department certification, and appeals can be viewed at

COMMERCIALLY USEFUL FUNCTION:

All certified small business, micro business, and/or DVBE Contractors, subcontractors or suppliers must meet the commercially useful function requirements under Government Code Section 14837 (for SB), Military and Veterans Code Section 999 (for DVBE), and Title II California Code of Regulations, Section 1896.4 and 1896.62.

A contractor, subcontractor, or supplier will not be considered to perform a commercially useful function if the contractor’s, subcontractor(s), or supplier’s role is limited to that of an extra participant in the transaction, the awarded contract, or project through which funds are passed to obtain the appearance of small business or micro business participation.

All Bidders and subcontractors identified in the proposal response to fulfill the requirements for one (1) or more of the socio-economic programs (DVBE and small business) must perform a commercially useful function (CUF) in the resulting contract. CUF is defined pursuant to Military and Veterans Code §999(b)(5)(B) and Government Code §14837(d)(4)(A) for the DVBE and small business programs, respectively.

Bidders claiming one (1) or more of the socio-economic programs must complete and submit as part of the quote GSPD-05-105 Bidder Declaration, available at: https://www.documents.dgs.ca.gov/dgs/fmc/gs/pd/gspd05-105.pdf

If Bidder is not using subcontractors, complete the Bidder Declaration answering the applicable questions and return with the quote. Bidder(s) may be required to submit additional written clarifying information regarding CUF. Failure to submit the requested written information as specified may be grounds for quote rejection.

SECRETARY OF STATE CERTIFICATION:

If required by law, the prime contractor must submit a certificate of status from the California Secretary of State, showing that the prime contractor is certified with the California Secretary of State to do business in the State of California. If the Bidder does not currently have this certification, the firm must be certified before a contract award can be made and must provide information in their quote to support the status of its application to be certified to do business in the State of California.

Domestic and foreign corporations, Limited Liability Companies (LLCs), Limited Liability Partnerships (LLPs) and Limited Partnerships (LPs) must be registered with the California Secretary of State to be awarded the contract. The California Secretary of State Certificate of Status must be included with the quote.

https://www.sos.ca.gov/business-programs/business-entities

TARGET AREA CONTRACT PREFERENCE ACT (TACPA):

The TACPA is optional on the part of the Bidder (not mandatory), is for proposal evaluation purposes only, and does not alter the amount of the awarded Contract.

Bidders wishing to take advantage of this preference will need to review the website below and submit the appropriate response forms in quote response.

The required applications/forms are as follows:

5. Scope of Work

a. Background

Figure 1 provides a broad overview of the existing ASP database components.

Figure 1. Overview of the existing ASP database. Diagram includes database components and relationships between components.

To improve data management and access, CDFW proposes to fully transition the existing SQL database and SMS application to a single web-based application with data entry, batch upload tools, and custom query and data retrieval tools to support the collection of comprehensive data on anadromous salmonid populations. The proposed project will allow approved users from CDFW and partner organizations to enter, upload, and download data, and perform data QA/QC by directly accessing a centralized application (Figure 2). The different user roles and associated permissions are listed in Exhibit 1 under requirement 4.3.3.

Figure 2. Overview of user roles and permissions for CMP systems.

b. Requirements

i. Business Problems Users of the ASP database have identified several key issues with the current system, which relies on a distributed MS Access application, the SMS application, and a centralized SQL database:

· Fragmented Data Management: Managing ASP data is cumbersome as each California Monitoring Program (CMP) monitoring project typically uses three separate platforms for data management: a distributed MS Access application, the SMS application, and a SQL database.

· Limited SQL Database Access: Currently only IT staff can access the centralized SQL database, severely restricting broader user engagement.

· No User Interface for Data Interaction: There is currently only a user interface to enter and manage lookup tables via the Survey Management Switchboard (SMS) application. There is currently no graphical user interface for users to view, update, query, or extract their data.

· Inefficient Data Upload Process: Uploading data involves multiple manual and intermediary steps. Users currently must enter data into the existing MS Access distributed database, then download and prepare the data for IT staff to upload to the centralized SQL database.

· Version Control Difficulties: Maintaining consistent versions of the distributed MS Access application is challenging, as individual users must manually update their copies whenever database schema changes occur.

· Incomplete Data Centralization: The current centralized SQL database does not contain all ASP data. Creating the desired version (schema) will require updates to some existing data sets and appends to the existing SQL database.

ii. Business Objectives In addition to the business requirements listed in Exhibit 1, CDFW aims to achieve the following key objectives with a new system for the California Monitoring Program (CMP):

· Streamlined Data Entry and Upload: Significantly cut down the time it takes for users to enter, update, or upload data. This means having intuitive data entry screens and efficient upload tools and real-time notifications to reduce errors during data entry or upload.

· Easy Data Queries and Extraction: Users should have access to customized tools that make querying and downloading data simple and efficient.

· Efficient Form and Table Setup: Standardized table and field structures in the centralized SQL database, to reduce the time needed to set up electronic forms and tables on iOS data collection devices.

· Reduced Data Errors: Minimize data entry and upload errors by incorporating enhanced verification and validation directly into the data entry and upload screens.

· Centralized CMP Data Management: Store and manage all CMP data in a single, central repository. This involves integrating the SMS application with the SQL database and providing a unified application where users can enter, upload, download, and query data, thereby reducing the number of data processing steps.

· Customized User Access: Provide managed access for all CMP database users, whether they are CDFW staff or external partners. This includes the ability to enter, upload, download, and query raw data for their specific CMP projects. CDFW CMP Coordinators, however, should have comprehensive access to the entire centralized application.

· Comprehensive Schema Updates: Update the SQL database schema in order to accommodate new data.

· Integrate and Manage CMP Population Data: Fully incorporate CMP population data into the SQL database. This involves adding a dedicated linking table, uploading all existing population data, and developing a specific data entry screen for efficient management.
