About this file

This document is a sole source justification memorandum for intelligence testing supplies and associated materials required by the Naval Special Warfare Command (NSWC) Center for Intelligence Training. The supplies include an intelligence test from Sigma Assessment Systems, which is the only system capable of meeting NSWC's needs. NSWC has used this testing system for eight years and established an extensive database of IQ scores that can only be used for predictive analytics and program improvements if the same tests continue to be used. Switching to an alternative test would render the eight years of collected data useless. The testing system is also the only IQ test pre-approved to run on the Special Operations Command network. The government will continue exploring whether new sources for intelligence testing may become available, and will assess costs if a new system must be integrated or historical data migrated. The related federal contract opportunity is for intellectual testing and assessment products under solicitation number H9224023R0016 from the United States Special Operations Command.

TBD Not-to-exceed $250,000

Intelligence testing supplies and associated materials required as part of the mandatory psychological screening for all incoming candidates at NSWCEN and for NSW Leadership Assessment Program. This is a follow on from a previous contract H9224018D0028.

FAR 13.106-1(b)(1)(i)- one source reasonably available (Sigma Assessment Systems)

The Sigma Assessment Systems intelligence test is the only one capable of meeting the needs of NSWCEN. Sigma Assessment Systems owns the distribution rights. NSWCEN has been using this testing system for the last eight years.

As a result, we have established an extensive database of IQ scores, which can only be used for predictive analytics and program improvements if we remain consistent with the tests we use. Switching to a different, and inferior, test at this point would render all of the data collected over the last eight years useless. Over the years, the desire for psychological testing has increased by NSWCEN as well as WARCOM. The This testing system is also the only IQ test with software that has been pre-approved to run on the SOCOM network.

The Government will continue to survey the market to see in new sources in Intelligence testing become available. At such time as re-procurement the cost of integrating a new system into our current system and migrating all the historic data over will be assessed. It will also be reviewed to see if any new systems, if they are to arise, will be able to be approved to run on the SOCOM network.
