About this file
This is a Change Order Request filed by the Illinois Finance Authority (IFA) with the State of Illinois Chief Procurement Office regarding a participation contract with CCGI Holdings Inc. for Electric Vehicle Supply Equipment (EVSE) and related services through the Sourcewell cooperative purchasing program. The project encompasses the development of publicly-accessible EV charging infrastructure across 175 locations in Illinois spanning 23 counties and involving 33 project partners. The charging infrastructure initiative includes an estimated 659 Level 2 EV charging ports and 58 DC fast-charging ports. CCGI Holdings Inc. will serve as a turnkey EVSE service provider responsible for supplying and installing charging hardware, managing network operations, and providing ongoing maintenance and support throughout a five-year project period extending from October 15, 2025 to July 20, 2026, with service delivery continuing through the completion of all installations.
The original contract cost of $2,388,909.00 is being increased to $2,505,377.00, representing a cost increase of $116,468.00. The cost adjustment was necessitated by formal site visits conducted after contract execution, during which the vendor identified additional infrastructure requirements at certain locations requiring increased electrical capacity and additional conduit installations. IFA notes that the UChicago site was subsequently removed from the project scope, partially offsetting costs. The change order justification emphasizes that IFA has already invested significant time and resources with the current vendor, and selecting an alternative vendor would delay the project by approximately six months, result in loss of completed site engineering and design work, and cause the State to miss the June 30 federal tax credit deadline for EV charging station installations. The change order was approved on March 26-27, 2026, by the Agency Purchasing Officer, State Purchasing Officer, and Chief Procurement Officer.

| TextField8: The State has identified 175 locations (Project Sites) for publicly-accessible EV charging infrastructure through 33 project partners (Project Partners) across 23 counties. The focus of the charging infrastructure at the Project Sites includes a need-based and proportional reflection of Level 2 and DC Fast Charging EV Charging Infrastructure, with the following estimated quantities: 659 Level 2 EV charging ports, 58 DC fast-charging ports. All numbers are current estimates and subject to revision. The State is dedicated to procuring the services of one or more turnkey EVSE service providers who will oversee the development of individual Project Sites across Illinois for roughly two-thirds of Project Partners roughly two dozen who want to use a statewide vendor(s) instead of their own EVSE service provider. This approach aims to ensure a coordinated statewide strategy to developing community charging infrastructure to serve unmet market needs and significantly reduce the administrative workload for local governments and ensure a streamlined, efficient process for the development of EVSE. Service providers may be responsible for all or some of the Project Sites. The turnkey service provider will be responsible for supplying and installing charging hardware, managing network operations, and providing ongoing maintenance and support throughout the five-year project period. |
| TextField9: Original budget was based off rough estimates without the vendor having seen each of the sites. After performing formal site visits, the vendor determined that certain sites would be more expensive to install due to the need for increased electrical capacity, additional conduit. Justifications for costs increases at each site are provided in the accompanying Excel document. In addition the UChicago site was removed from the site list lowering the initial cost. IFA has already invested significant time and energy into this vendor. If IFA had to use a different method to procure this service, it would set us back about 6 months and we would lose all the site, engineering, and design work done by the current vendor to date, which IFA would still be obligated to pay. Additionally, selecting a new vendor would cause IFA to miss the June 30 installation deadline to receive federal tax credits for EV charging stations. |
