Introduction Background:

The Army & Air Force Exchange Service (The Exchange) is a joint command of the U.S. Army and U.S. Air Force, and is directed by a Board of Directors who is responsible to the Secretaries of the Army and the Air Force through the Service Chiefs of Staff. The Exchange has the dual mission of providing authorized patrons with merchandise and services and generating non-appropriated fund earnings as a supplemental source of funding for military Morale, Welfare and Recreation (MWR) programs. The Exchange is a joint military activity providing quality merchandise and services to active duty, guard and reserve members, military retirees, and their families at competitively low prices. Revenues generated in Fiscal Year 2009 were $9.8 billion, providing dividends of $261.6 million to MWR and Services programs for troops.

The Exchange operates more than 3,100 facilities worldwide, in more than 30 countries, 5 U.S. territories and all 50 states. The Exchange operates more than 1,300 fast-food restaurants worldwide, such as Taco Bell, Burger King, Popeye’s, Cinnabon. The Exchange also manages food-processing plants, drinking water facilities, and provides school lunches to bases overseas. To find out more about the Exchange’s history and mission or to view recent press releases please visit our website at www.shopmyexchange.com.

The intent of this RFI is to collect information from potential vendors regarding each company’s ability to meet the needs of the Exchange. All solicited responses to the RFI will be used for informational purposes, to better plan for creating an RFP. All vendors are requested to provide a solution that meets each of the listed requirements.

Purpose:

The Exchange is a franchisee of Culligan Water in Europe. Currently, the Culligan Water Home Delivery Program uses manual paper delivery tickets to capture delivery information. These tickets are mailed or brought back to the Finance and Accounting office in Gruenstadt. This can result in paperwork delays, especially from the locations outside of Germany. The purpose of this project is to procure a hand-held device that can be used by the delivery drivers to capture delivery information electronically and download that information into our Exchange systems as needed. The new process will also implement Personal Credit Information (PCI) and Personal Identification Information (PII) compliance, by allowing the driver the ability to capture the customer’s information electronically which will download and transfer the information in an encrypted format. There are roughly 26 drivers serving 6700 customers in Germany, Italy, United Kingdom, Belgium and the Netherlands.
