About this file
This document is an example stakeholder list template for the Bureau of Reclamation's WaterSMART Cooperative Watershed Management Program (Funding Opportunity Number R26AS00349). The template is designed to assist applicants in responding to Sub-criterion No. A1, Watershed Group Diversity, by identifying and describing stakeholder involvement in watershed groups. The document provides guidance on how to organize and present information about diverse stakeholder categories and their roles in watershed management.
The template identifies seven primary stakeholder groups: Agriculture (farmers, ranchers, irrigators), Industry (private businesses), Municipal and Local Government (city and county agencies), Water Management (water districts, irrigation districts), Recreation (water-based recreation organizations, local businesses, private landowners, community members), Environment (nonprofits, community members), and Federal and State Government (state and Federal agencies). For each stakeholder group, the template provides guiding questions regarding their role in the watershed, specific interactions with water resources, and examples of organizations, entities, and individuals that comprise each group. Applicants are instructed to clearly distinguish between formal members and partner organizations and are encouraged to review previously selected applications to determine the most effective format for demonstrating organizational structure and diversity.
