Definition of Strategic Sourcing The collaborative and structured process of critically analyzing an organization’s spending and using this information to make business decisions about acquiring commodities and services more effectively and efficiently.

Some folks call it the consolidation of similar products and services, as a direct result of analyzing the agency’s spend and collecting business intelligence, that results in economies of scale and driving greater efficiencies.

Objectives of strategic sourcing Optimizing performance;

Minimizing price;

Increasing achievement of socio-economic acquisition goals;

Evaluating total life cycle management costs;

Data that facilitates business intelligence to streamline processes and drive business process re-engineering and efficiencies; and Otherwise increasing the value of each dollar spent.

Requirements Development The training services acquired under HESSIT shall fully support HUD LEARN’s 5-step approach to continual learning in the four general areas which are hereby identified as the four Training Pools under this solicitation:

Professional Training Pool such as DAU certified acquisition workforce training Focus is on certifications required of a particular job classification such as a GS-1102 or in a very specialized functional area within HUD (e.g. Information Technology, Accounting, Auditing, Legal services, etc.).

Includes, but not limited to, the requirement for employees to be certified under the Federal Acquisition Certification (FAC) Programs as outlined on the www.FAI.gov Web site.

Technical/Specialized Training Pool (program technical/occupation specific) Enables an employee’s ability to apply the (program) technical knowledge and skills required in the specialized job role and responsibilities in order to achieve the expected outputs and results in accomplishing the Department’s mission.

Includes but is not limited to the following requirements:

Public housing-related subject matter;

Community planning and development subject matter;

Equal and fair housing opportunity subject matter; and Housing and mortgagee subject matter.

General (Core) Training Pool Addresses competencies outlined in Office of Personnel Management's (OPM’s) - Multipurpose Occupational Systems Analysis Inventory - Close-Ended (MOSAIC) Competencies document.

Leadership Training Pool.

Focuses on the OPM’s Executive Core Qualifications

HUD is seeking contractor support to provide nationwide learning and development opportunities by acquiring the following services:

Commercial-off-the-Shelf Training Services Curriculum and Development Business Services Program/Project Management The estimated volume anticipated to flow through this contract is $8-9 million annually.

How does industry sell the service and are the requirements written in those terms?

Based upon any other Government experience you have, are there requirements the Government has missed; any gaps that you notice?

Historically, there were 1700 contracted training instances in FY 2015 for HUD. Given the volume of courses anticipated to be ordered, is it unreasonable for the Government to expect relevant experience of 50 task orders under a single or multiple award IDIQ, or a similarly scoped contract?

Is it reasonable for the Government to expect the National Account Representative to be PMP certified?

Technology and Mobile training:

Do you have the capabilities to provide mobile training for all of your course offerings?

Is your mobile training capability of an interactive nature or is it simply Webinars?

Does your web-based training meet the requirements of:

Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998, and as updated.

Sharable Content Object Reference Model (SCORM) standards.

The Aviation Industry CBT Committee (AICC) standards.

Federal Risk and Authorization Management Program (FedRAMP) requirements.

What information technology capabilities must HUD have in order to leverage these methods of training delivery?

Performance Requirements Summary:

Is maintaining an average 3.5 evaluation response rate for each course an acceptable quality level for COTS and customized training?

Is maintaining 98% on-time delivery of business intelligence and data analytics an acceptable quality level?

The government wants to ensure the contractor begins and ends class on time. HUD has experienced instances where an instructor failed to arrive at the stipulated time and failed to provide a substitute instructor. Is a disincentive of 5% of invoice price a suitable disincentive to ensure class begins and ends on time and that the contractor maintains an appropriate pool of instructors ready to perform?

Scope How are training services typically segmented? Are the Training Pools a logical segmentation?

Outside of technology, what other methods of training delivery are available that enable nationwide coverage while minimizing costs and optimizing learning and performance?

Do any classes lend themselves to self-paced training type programs? If so, How successful have these programs been in the past?

What issues have arisen with these types of programs?

What support services are typically included in the commercial per course pricing?

What are best practices within the marketplace regarding training delivery?

What ancillary services should be included as part of a government-wide solution? Please identify typical terms & conditions for services suggested.

Refreshments to requirements HUD anticipates that training requirements will change as the future unfolds. For example, the Federal Acquisition Institute often changes curriculum for FAC certifications.

How should HUD anticipate these changes in its solicitation?

How routinely does industry refresh their training offerings so that HUD could reach back to refresh its contract?

What pricing mechanism should HUD use to lock in future rates?

Commerciality Are all of the Training Pools commercial; in other words, are they services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions?

How many attendees offer commercial training services that would fulfill the requirements of one or more Training Pools?

What percent of your commercial business does Government training currently represent?

Commerciality Are any of the requirements within the draft PWS government-unique?

What are the performance trade-offs to better accommodate the commercial market?

What business, trade, legal, political and other developments affect the training market?

What are the applicable industry standards, regulations, trade journals, or process guides germane to the services to be acquired?

Identify standard industry terms and conditions offered to commercial customers in the market place.

Competition Keep in mind that the draft PWS requires nationwide coverage, a firm to offer all of the training courses identified in a defined Training Pool, and mobile learning delivery methods.

Does the draft PWS include requirements that pose barriers to competition?

Will small businesses have the ability to compete for all of the work given the draft PWS requirements?

Are there specific challenges, particularly for Small Businesses, to meeting government-wide requirements under the scope of this initiative? Examples might include capacity, technological capabilities, ancillary services, geographic reach, etc.

Should HUD consider setting aside one or more Training Pools?

If so, which Training Pool do you recommend the Government set-aside?

Competition Keep in mind that the draft PWS requires nationwide coverage, a firm to offer all of the training courses identified in each Training Pool, and mobile learning delivery methods.

HUD anticipates multiple awards for each Training Pool. How many contracts do you think would fulfill the Government’s needs for each Training Pool, considering the Government is seeking a streamlined task order process and keeping contract management costs/resources associated with contract management to a reasonable amount?

HUD is considering a streamlined evaluation process based upon a self-scorecard and detailed documentation to support self-scoring. Are you familiar with this approach under Highest Technically Acceptable at a Fair and Reasonable Price?

Outside of this strategy, do you have other ideas to best streamline the evaluation process, lower your proposal costs, and still make meaningful distinctions?

Accelerated Payments to Small Business Subcontractors Federal agencies have been requested to notify industry during industry outreach events of this clause;

Contract Clause 52.232-40 – Providing Accelerated Payments to Small Business Subcontractors states:

Upon receipt of accelerated payments from the Government, the Contractor shall make accelerated payments to its small business subcontractors under this contract, to the maximum extent practicable and prior to when such payment is otherwise required under the applicable contract or subcontract, after receipt of a proper invoice and all other required documentation from the small business subcontractor.

The acceleration of payments under this clause does not provide any new rights under the Prompt Payment Act.

Include the substance of this clause, including this paragraph (c), in all subcontracts with small business concerns, including subcontracts with small business concerns for the acquisition of commercial items.

Pricing Are most COTs courses offered at a per-course price by student, minimum number of students, other?

Do you have different course prices for Government-site versus Contractor-site?

Are there pricing structures other than labor rates for training customization?

HUD is considering multi-level discounts including:

Per course discount off commercial pricing for minimum number of students;

Volume discounts for multiple course(s) awarded on an individual task order;

Agency spend trigger point with each awardee.

Will the proposed tiered discount structure result in industry not offering the government healthy discounts at any one tier?

What is the agency spend trigger point at which industry would expect to pass along additional discounts?

Pricing Are there better ways to structure price discounts so that HUD realizes maximum value and industry achieves a fair profit?

What other factors affect prices? Examples might include: delivery times, security clearance requirements, minimum quantities, etc.

Are there other unique pricing models that the Government has not considered?

Cost Drivers: What purchasing behaviors add to your cost of doing business with the federal government? Are there government operating practices that could be changed to reduce your costs and therefore allow you to offer lower prices?

Does your business consider Program and Contract Managers to be G&A?

Business Intelligence

The Contractor shall provide data services that meet the minimum service requirements. This data shall be compiled in a Comprehensive Monthly Report in MicroSoft Excel format and shall include the following:

Total # of Seats Offered Total # Attended Total Training Hours Conducted Total Training Classes Offered Attendance Roster List of Employees who fail to attend Total training hours per employee Total Training completions Average # of courses offered per employee Total cost per class/per person Is this data that you typically collect for customers?

What other types of data does industry collect on its commercial and Federal customers that may assist in driving business process re-engineering?

Are there other data elements the Government should require in order to provides business intelligence to drive business process re-engineering and cost savings?

What types of reports and business intelligence does your firm provide to its customers?

Business Intelligence At a minimum, the contractor shall provide data and business intelligence as follows:

Based upon data analytics and business intelligence gained during performance of the contract, National Account Representatives are accountable for developing and proposing initiatives which identify opportunities for process improvement and cost reductions specific to HUD and provide it to the HUD Contracting Officer (CO), COR/GTR, Program Manager, and HUD LEARN within 15 days of the end of each calendar quarter. At the same time, National Account Representatives shall also provide quarterly status updates to the HUD CO or designee regarding any program level issues identified or initiatives underway.

What types of analysis will industry provide in recommending business improvements to HUD quarterly?

What level of program management is provided commercially and how will the capability of proposed program management impact the business intelligence HUD gains?

Are there specific qualifications the Government should identify for the National Account Representative that supports the necessary skill set to foster the business intelligence piece?
