About this file

This is a Request for Information (RFI) from the United States Special Operations Command (USSOCOM) seeking a Primary Integration Partner for an Electromagnetic Warfare (EW) Family of Systems (FoS) program. The RFI aims to identify vendors capable of systems engineering, integration, testing, evaluation, fielding, and sustainment of EW capabilities across air, ground, maritime, and space domains. USSOCOM is specifically looking for vendors with expertise in systems integration, program management, EW and electromagnetic spectrum operations (EMSO), security accreditation, and innovative contracting models.

Key submission requirements include a 10-page response due by 03 July 2025, sent electronically to Blake Martin and Garrick Williams. Vendors must provide company information, relevant capabilities, past performance examples, facilities and infrastructure details, technology tools, and suggested acquisition approaches. The RFI covers critical areas such as modular open systems architecture (MOSA), integration of government-furnished equipment, configuration management, rapid procurement strategies, and expertise in cognitive EW, AI-ML threat detection, and mission data file management. This is a market research effort and does not constitute a formal solicitation, with participation being voluntary and no compensation provided.

REQUEST FOR INFORMATION (RFI)

Electromagnetic Warfare (EW) Integration Partner for USSOCOM RFI Number: EWFoS0625 Date Issued: 03 June 2025 Response Due Date: 03 July 2025

1. Purpose The United States Special Operations Command (USSOCOM), Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L), is issuing this Request for Information (RFI) to identify qualified vendors with the capability, experience, and capacity to serve as the Integration Partner for an emerging Electromagnetic Warfare (EW) Family of Systems (FoS) program.

This RFI is issued solely for planning and market research purposes and does not constitute a Request for Proposal (RFP). Responses will be used to inform USSOCOM’s acquisition strategy, including possible contract vehicles, teaming constructs, and program structure.

2. Program Overview The EW FoS program is intended to provide SOF operators with integrated, modular, scalable, and rapidly deployable electromagnetic warfare capabilities across multiple domains (air, ground, maritime, and space). These systems will support USSOCOM’s mission to dominate the electromagnetic spectrum in contested and congested environments.

The Integration Partner will be responsible for the systems engineering, integration, test, evaluation, fielding, and sustainment of the EW FoS. This includes overseeing a modular open systems architecture (MOSA) approach that allows for continuous capability insertion, interoperability, and lifecycle flexibility.

3. Requested Information USSOCOM seeks responses from vendors with demonstrated capabilities and experience in the following areas relevant to serving as a Primary Integration Partner:

A. Systems Integration

· Experience leading integration of complex, multi-vendor, multi-domain systems.

· Proven ability to integrate into an existing modular, open-system architecture.

· Integration of government-furnished equipment (GFE) and third-party components.

· Configuration management across hardware, software, and firmware baselines.

· Experience in designing, maintaining, and evolving an open, modular architecture supporting integration of multiple systems (including air, ground, maritime, and space domain capabilities).

B. Program Management & Technical Leadership

· Experience serving as lead integrator or prime on large-scale DoD programs.

· Examples of efficiency in integrating hardware swiftly into existing systems i.e, platform integrations (aircraft, ships, and ground system). Detail strategies and methods employed to ensure rapid procurement, as well as rapid and efficient integration of disparate systems.

· Ability to manage cost, schedule, performance, and risk across a distributed supply chain.

· Agile and DevSecOps-based development and sustainment experience.

· Experience in establishing and managing test and integration labs (hardware-in-the-loop/simulation environments).

· Experience in developing and managing interface control documents (ICDs) to ensure interoperability between platforms, sensors, effectors, and C2 systems; including any Joint or Allied partner interoperability experience.

C. EW and EMSO Expertise

· Detailed description of past and current projects involving electromagnetic warfare systems, including any unique capabilities such as cognitive EW experience, AI-ML-based threat detection, and Mission Data File generation and management capabilities.

· Deep understanding of electronic warfare, electromagnetic spectrum operations (EMSO), SIGINT, and EW support systems.

· Demonstrated capability in integrating EW subsystems across platforms (air, ground, maritime, and space).

· Experience in rapidly integrating Government-Furnished Equipment (GFE) and third-party software and components.

· Knowledge of current and emerging threats in the EMS domain.

· Experience in collecting data using standard formats relevant to electromagnetic warfare. Explanation of how these standard formats have been used in past integrations and the benefits achieved to ingest, correlate, and fuse multiple data/signal sources.

D. Security & Accreditation

· Ability to manage and integrate Cross Domain Solutions and Anti-Tamper controls.

· Procedures in place to ensure compliance with security requirements for classified information and systems.

· Experience in cybersecurity and Risk Management Framework (RMF) compliance.

· Experience conducting physical and cybersecurity assessments on systems, this might include anti-tamper assessments, penetration testing, vulnerability scanning, security audits, or a combination of approaches.

E. Contracting and Teaming Models

· Recommendations on innovative contracting strategies (e.g., OTA, IDIQ, Lead Systems Integrator models).

· Demonstrated success with public-private partnerships or vendor ecosystem management.

· Outline experience in delivering projects in collaboration with USSOCOM, demonstrating a knowledge of their accelerated timelines, streamlined processes, and emphasis on rapid results.

Please ensure compliance with applicable security regulations and streamlined processes to meet procurement and integration goals efficiently.

4. Submission Instructions A. Format

· Should not exceed 10 pages, excluding brochures or appendices.

· Font: Times New Roman, 11-point

· Format: PDF or Word (.docx) B. Content Requirements Please include the following:
