Attachment 1 USACE Enterprise Virtual Viewer (EVV) Concept

Overview. The Enterprise Virtual Viewer (EVV) is envisioned to play an integral part in the Data Driven Enterprise Model defined by the USACE CIO/G-6. This vision depicted in the graphic below establishes the linkage between the USACE mission objectives to the enabling information and data. It further depicts an attempt to be less constrained by specific applications or version releases which may be the historic source of information.

The EVV itself is built upon a 3-layer model. Operational systems and master data repositories at the foundation, the EVV layer which facilitates data delivery and views for transaction processing at the foundation layer, and views of information to the end user community for decision support. The following two illustrations depict an Information Delivery Vision and a Information Technology Vision.

The EVV concept is foreseen to also demand a new operating model for the modernization and on-going support of systems. This new approach will have a strong accountability for the enterprise management of data and information under the leadership of a Chief Data Officer and an enterprise technical architecture inclusive of security from a co-managed tower of expertise and authority under the leadership of ACE-IT security and systems engineering. AIS system owners will continue to lead the development of systems mission functionality and be supported by the CDO, and the leads for ACE-IT security and systems engineering. The following graphic depicts this new direction and organizational construct for systems modernization. Each of these three towers of responsibility will interact with the EVV. Overall enterprise data schema be served by the CDO, the technical solution for the EVV and the platforms for which applications reside and utilize by the ACE-IT security and engineering leads, and the subscribe and publish requirements driven by the AIS teams.

USACE would seek to prove out the concepts developed and intended for production rapidly to gain the full support of the organization through the construction of the full vision and scope of the EVV. The following concept of a proof of concept is provided to solicit vendor suggestions on the feasibility of such a proof of concept and how it might be achieved.
