About this file
This is an Amendment Request for Proposal Questions and Answers document issued by the Kansas Department of Administration, Office of Procurement and Contracts, on behalf of the Kansas Department of Wildlife and Parks for interpretive signage and exhibits services. The procurement seeks qualified vendors to design, fabricate, and install interpretive signage and exhibits across Kansas State Park facilities. This is an indefinite quantity, multiple-award on-call contract with no guaranteed volume, allowing the State to call out awarded contractors as needed for individual projects throughout the contract term ending November 30, 2031. The proposal closing date is September 3, 2026 at 2:00 p.m. CST, with deliverables to be shipped to 512 SE 25th Avenue, Pratt, Kansas 67124-9701 by June 30, 2027. Bidders must demonstrate a minimum of five years of continuous active participation in the interpretive signage and exhibit industry and provide three client references from the past five years. Mandatory bidder registration with the State of Kansas must be approved before the bid closing date.
The pricing structure requires detailed cost sheets organized by project phase and unit pricing for various exhibit categories, including small, medium, and large interior panels, interactive elements, wayfinding signage, exterior signage, and optional digital/multimedia components. All pricing must be all-inclusive of labor, materials, travel, shipping, overhead, and profit. Importantly, the submitted cost sheet pricing is not intended as binding contract prices or maximum prices for future projects; rather, each individual project will be separately scoped and priced by the contractor and KDWP before work authorization, with awarded contractors entitled to decline projects without jeopardizing their standing. Contractors are entitled to mutually agreed compensation and schedule adjustments should project scope, site conditions, or requirements change after authorization. The State of Kansas offers bidder preference programs for certified and disabled veteran-owned businesses. A current Tax Clearance Certificate from the Kansas Department of Revenue is required with the proposal, and specific insurance requirements and federal matching fund liability provisions will be clarified in individual contracts with awarded bidders.

RFP Section
Question
Answer
1. Cost Sheet Are the prices submitted in Section 5 intended to become binding contract prices or maximum prices that may be applied to future projects?
No
2. Cost Sheet If so, what specific scope, quantities, project conditions, locations, schedule, review assumptions, and other criteria should all bidders use in developing those prices?
This will vary widely depending on each individual project. General or average pricing will be sufficient.
3. Cost Sheet Alternatively, if Section 5 pricing is intended only as a means of evaluating bidders, will each actual project be separately scoped and priced by the contractor and KDWP before the work is authorized?
Correct,
4. Cost Sheet Is the contractor expected to honor these unit costs as part of future individual projects throughout the duration of the contract?
No.
5. Cost Sheet For projects that arise during the contract term, will each project be defined by a written project authorization, purchase order, or similar document that identifies the agreed scope, deliverables, schedule, assumptions, and compensation before work begins?
We would appreciate confirmation that an awarded contractor would not be required to begin an individual project until the State and contractor have mutually agreed to those project-specific terms.
Correct. Each project will be scoped individually and priced based on the specifics of the project as they come up.
6. 25 4.3 Because this is an on-call, multiple-award contract with no guaranteed volume, may an awarded contractor decline an individual project if the scope, schedule, location, available budget, staffing requirements, or other project conditions are not workable for that contractor?
If so, please confirm that declining an individual project would not constitute a default, failure to perform, or otherwise jeopardize the contractor's standing under the master agreement.
Yes, contractors would have the ability to decline projects based on extenuating factors and this would not jeopardize standing.
7. 25 4.4 If the scope, quantities, site conditions, review requirements, schedule, or other project requirements change after an individual project has been authorized, will the contractor be entitled to a mutually agreed adjustment to compensation and schedule before performing the additional or changed work?
We would especially appreciate clarification that services or conditions that could not reasonably have been identified when the individual project was scoped will be addressed through an appropriate written change authorization rather than being considered included within the original project price.
Yes, that is possible.
8. 25 4 If the State terminates an individual project for convenience after work has begun, will the contractor be compensated for work completed through the termination date, work in progress, materials already purchased, noncancelable fabrication or supplier commitments, subcontractor commitments, and reasonable project closeout costs?
This is possible, but would need to be clearly stated in the contract.
9. 24 3.54 Would the State please confirm that State ownership applies to final project-specific deliverables created and paid for under an individual project, and does not transfer ownership of the contractor's pre-existing intellectual property, design methodologies, templates, processes, software, tools, know-how, or other materials and systems used in performing the work?
Confirmed.
10. Could the State provide the specific insurance requirements that will apply to awarded contractors, including required coverages, policy limits, endorsements, additional-insured requirements, and any requirements applicable to subcontractors?
This will be clarified and defined in contracts with awarded bidders.
11. 15 2.3 The RFP states that lost or reduced federal matching funds resulting from unacceptable contractor performance may be accompanied by reductions in State payments to the contractor.
Could the State please clarify whether this provision applies only to losses directly caused by a contractor's demonstrated breach, negligence, or failure to perform an agreed contractual obligation, and whether there is a defined limit on the contractor's potential liability under this provision?
This would apply only to losses directly caused by contractor’s demonstrated breach, negligence, or failure to perform an agreed contractual obligation. A contract with awarded bidders will clarify all of this.
12. 25 4.3 Approximately how many contractors does KDWP anticipate awarding contracts to?
Unsure.
13. 25 4.3 Once the master contracts are in place, how will individual projects be assigned among the awarded contractors?
Awarded contractors will be called out as needed, not assigned.
14. 25 4.3 Will each project be competitively bid among all or some of the awarded contractors, directly assigned by KDWP, rotated among contractors, or awarded through another selection process?
Awarded contractors will be called out as needed, not assigned.
15. 25 4.3 If projects will be competed among the awarded contractors, what factors will be considered when selecting a contractor for each project—for example, project-specific price, qualifications, availability, relevant experience, or approach?
Awarded contractors will be called out as needed, not assigned.
16. 25 4.4 Will awarded contractors have an opportunity to review the project scope before deciding whether to submit a proposal for or accept an individual assignment?
Yes.
17. Do you possibly have quantities you’d need? This will vary greatly from project to project.
18. Will they be mounted on existing structures, or are there bases that need to be included?
This will depend on specifics of each specific project.
19. Are they primarily interior or exterior? This will depend on specifics of each specific project.
