About this file
This is Amendment One (1) to a Request for Proposal issued by the Kansas Department of Administration's Office of Procurement and Contracts on behalf of the Kansas Racing and Gaming Commission (KRGC) for Employment and Income Verification Services. The amendment, dated April 21, 2026, provides clarifications and answers to 20 bidder questions regarding the solicitation. The KRGC requires employment and income verification services for both current employee hiring processes and licensure applicants, with particular emphasis on gaming license eligibility determinations required by statute. The system must provide immediate responses with 24/7 access and accommodate no fewer than 60 concurrent users. The RFP closing date is May 7, 2026, and written questions were required by April 16, 2026. The contract term extends from full execution through June 30, 2029, with two optional twelve-month renewal periods available. The evaluation criteria are weighted equally at 25 percent each across four categories: cost, proposal adequacy and completeness, bidder understanding of the project, and compliance with RFP terms and conditions, with additional consideration for experience, staff qualifications, and methodology.
Pricing information and budgetary ranges cannot be disclosed prior to contract award, though costs may be negotiated as needed. The amendment clarifies that the vendor must strictly adhere to a 99.9 percent monthly uptime requirement with no scheduled downtime allowed, as system access must be available continuously 24/7 year-round, with liquidated damages assessed for any unscheduled outages. The anticipated annual volume of verification checks varies based on gaming license applications and personnel hiring, with queries estimated to occur numerous times monthly. The KRGC does not anticipate making multiple awards and requires verification requests to be submitted using all four data elements (name, address, Social Security Number, and date of Birth) rather than SSN alone. Information regarding the previous contractor, contract number 55189, historical volumes, and current pricing structures is available on the eSupplier portal. Vendors must submit current Tax Clearance Certificates, immigration compliance certifications, boycott disclosures, and sexual harassment forms, with Kansas Bidder Preference programs available to eligible Disabled Veteran Owned Businesses and Certified Businesses.

Question
Answer
11. 27 5 Does the KRGC have an established budget or budgetary range for this contract?
Budgetary information cannot be disclosed prior to contract award. Costs may be negotiated as needed.
12. 1 Cover Page What is the anticipated contract award date and expected go-live date for services under this RFP?
Actual contract start date shall not begin until contract is fully executed, signed and dated by the Director of Purchases.
13. 12 1.14 Section 1.14 states that no weighted value is assigned to the evaluation criteria. Can KRGC provide percentage weightings or a point-based scoring system for the listed evaluation factors (e.g., cost, experience, methodology, compliance) to help bidders tailor their proposals accordingly?
All listed items are weighted mutually, and the four examples would be at 25% each to total 100%.
14. 26 4.6 On average, how many individual users (KRGC staff) will need concurrent access to the employment verification system?
No less than 60 users but they can vary.
15. 26 4.8 The liquidated damages schedule references unscheduled downtime thresholds. Can KRGC clarify how downtime is measured and reported?
For example, is there a mutually agreed-upon monitoring tool, or does KRGC rely on the Contractor's self-reporting? Also, does scheduled maintenance during off-business hours count toward the 99.9% uptime calculation?
We have no “off-time” system access must be available 24/7 – 365.
16. 26 4.8 The damages table shows escalating per-minute charges but does not specify a maximum cap for a single downtime event. Is there a maximum total liability per incident or per month?

17. 25 4.1 Is there a current provider of an Employment/ Income Verification website/database today, or is this a new requirement for KRGC?
Previous contractor information, length of service, and rates can be seen on the eSupplier portal.
Homepage. Contract 55189
18. 25 4.4 Would KRGC be open to making multiple awards for multiple Employment/Income Verification website/database services (to obtain the highest likelihood of match to an applicant)?
No
19. 26 4.5 Would KRGC be open to accepting a solution that requires 3 of the 4 data elements on input [1 – Name; 2 – Address; 3 - Social Security Number (SSN); 4 - Date of Birth (DOB)] to request employment data, instead of just (1) an applicant’s Social Security number (SSN)?
No
