Question

Answer

1. 14 2.1 – Submission of

Proposals

Can you confirm the cost should not be included in the Technical Proposal or the Transmittal Letter?

That is correct, the Cost Proposal must be separate.

2. 14 2.1 – Submission of

Proposals

How many documents are typically required? The RFP alludes to a transmittal, a technical proposal, and a cost section—are these the only components and are they typically separate documents?

Bidders should refer to Section 2.1 of the Bid Documents for proposal guidelines.

3. 14 2.1 – Submission of

Proposals

Are additional attachments, such as reporting forms or data sheets, permitted if they directly apply to deliverables questions?

Bidders should refer to Section 2.1 of the Bid Documents for proposal guidelines.

4. 16 2.9 – References

For the references section, is it acceptable to list previous project managers from other consulting jobs, or must they be clients?

This reference section refers to those who have purchased similar services from the bidder in the last five (5) years.

References for previous project managers from other consulting firms or other professional references should be included in the proposal as specified in Section 4.4 (page 26).

5. 16 2.9 – References

Is a low number of peer-reviewed papers considered a significant disadvantage?

It is unknown whether any bidders will have peer-reviewed papers or not. This is only one technical component of the entire proposal to be considered for bid acceptance.

6. 16 2.7 – Timeline

What is the anticipated review timeframe of proposals?

No timeframe can be given for the review process due to it being dependent on multiple factors.

7. 26 4.2.3 – Invoicing

For timeline’s required as part of the RFP, are there standard milestones outside of the two invoicing dates and the final deliverable date?

Outside of the two invoice dates and the final deliverable date, any additional timeline milestones should be outlined in the bidder’s proposal. These milestones will be reviewed and could be part of the negotiation process should more or less be needed based on the totality of the proposal.

8. 27 5 – Cost Sheet

Is there a template cost form beyond the page included in the RFP? The document suggests that more information is required than just what’s on the cost sheet.

The Cost Sheet is the only cost form for this RFP.

Answer

9. 27 5 – Cost Sheet

Are there any budgetary stipulations (e.g., hourly, fixed fee, not-to-exceed) or restrictions on allocating funds to materials (e.g., hardware, software, equipment)?

Budgetary stipulations are specifically listed in Section 2.12 and 2.13 of the bid event. Cost accounting will be at the total award level based on the approved budget for the project. A budget narrative should be included that provides the information as requested in Section 2.12 and 2.13.
