1. SPECIFICATIONS

Parsons State Hospital (PSH) is seeking competitive bids from independently licensed clinical professionals (LCP, LPC, LMLP, LCPC, LP, LSCSW, and LMSW) who maintain an active license within the state of Kansas through the

Behavioral Science Regulatory Board (BSRB), and/or competitive bids from professional entities who employ, and/or have the ability to recruit, such individuals to practice psychological services for PSH in the Sexual Predator

Treatment Program (SPTP). Awards may be made to multiple vendors.

4.1. Sexual Predator Treatment Program Background

The Sexual Predator Treatment Program (SPTP) was established by a 1994 statute (K.S.A. 59-29a01 et seq.)

which provides for civil commitment of persons identified by law as a sexually violent predator (SVP). SPTP has a dual mission: 1) Provide for the safety of Kansas citizens by establishing a secure environment in which persons identified as sexually violent predators can reside and 2) Offer treatment with the aim of reducing risk for re-offending, allowing motivated persons who complete treatment to return to society. Clinical services needed for this program are clinicians who can provide therapeutic services to the residents at the Tier 1 and Tier 2 stages of inpatient treatment where preventative skills are being developed and implemented for relapse prevention.

The psychology service positions for SPTP are on-campus positions that require the professionals to report to

PSH to engage in tasks such as assessments, evaluations, and providing treatment. These psychology roles are one of several multidisciplinary professionals who collaborate to provide the treatment and services to each resident admitted to PSH programs.

These positions entail direct engagement with residents who have been civilly committed pursuant to the

Kansas Sexually Violent Predator Act (K.S.A 59-29a01et seq.) and may be diagnosed with mental health illnesses that fall within the categories such as Autism Spectrum Disorders, Intellectual Developmental Disorders, Mood

Disorders, Bipolar and Other Related Disorders, Trauma and Other Stressor Related Disorders, Psychotic

Disorders, Pedophilic Disorders, and Personality Disorders. The positions will assist with the assessment, development, and implementation of the individualized treatment plan for residents assigned on their caseload.

Treatment modalities carried out by these roles include individual and/or group therapy services tailored to the specific needs of the clientele. Psychological testing and risk assessments will also be utilized for some residents to assist with the development of treatment recommendations.
