About this file
This document is an Amendment One to the Request for Proposal (RFP) for Tech Assistance Services for the Kansas 21st Century Community Learning Center (CCLC) issued by the Kansas Department of Education (KSDE). The RFP seeks proposals for a technical service provider to perform a broad array of technical assistance opportunities, including site visits, meetings, webinars, phone calls, workshops, conferences, and reviews for approximately 140 21st CCLC grantees (number subject to change). The Amendment contains questions and answers related to the RFP, such as the number of grant reviewers, virtual versus in-person site visits, and the timeline for reviewing program evaluations. The closing date for this RFP is April 11, 2024.
The RFP includes 20 pre-award site visits in addition to 140 site visits per year for grantees in Years 1, 2, and 4, and one site visit per year for grantees in Years 3 and 5. The TA provider does not conduct compliance visits. The advisory board meets virtually, and the state plan was last revised in 2011 with no further revisions planned at this time. The current TA provider works with all grantees, including mentor grantees, to provide guidance to new grantees.

EVT0009610 – Amendment One
Tech Assistance Services for the Kansas 21st CCLC
Questions and Answers
Q1: How many grant reviewers typically are needed?
A1: Ten to 12 reviewers are typically secured for the review process.
Q2: How many reviewers review each grant? (ie is each proposal read by 3 reviewers)
A2: Three reviewers review each grant.
Q3: Are grant reviewers from outside the state? If so, is there a list of reviewers that can be released to the new TA provider upon notification of award?
A3: Grant reviewers are from out of state. Reviewers may change each year, so there is no list to be released to the TA provider.
Q4: Are grant reviews conducted virtually or in person? (Page 26, fifth bullet indicates accommodations, travel, and stipends. But the cost sheet does not reflect travel for reviewers (Page 29). Would that fall under general administration costs?
A4: Grant reviews are conducted virtually.
Q5: How many site visits per grantee are conducted by the TA provider per year? It mentions 140 site visits, however, with 94 grantees that is more visits than grantees and not enough if two site visits are conducted each year.
A5: TA provider conducts two site visits per year for grantees in Years 1, 2 and 4. One site visit is conducted for grantees in Years 3 and 5. The total number of site visits per year is fluid depending on the number of grantees in each grant year.
Q6: Are site visits in-person or a combination of in-person and virtual?
A6: Site visits are generally in-person.
Q7: Do the 140 site visits include the year 3 compliance visit or does the TA provider not conduct compliance visits?
A7: The TA provider does not conduct compliance visits.
Event ID: EVT0009610
Q8: The timeline indicates reviewing the program evaluations (Page 27) are reviewed in July. However, the reports are due in August, so wouldn’t the timeline need to be adjusted?
A8: The due date of evaluations has changed from June to August, so the timeline will need to be adjusted.
Q9: Are the 20 pre-award site visits (Page 25) in addition to the 140 site visits or included in that number?
A9: The 20 pre-award site visits are in addition to the 140 site visits.
Q10: The state plan was last updated on May 31, 2002. Are there plans to revise the state plan?
A10: The state plan was revised in 2011. There are no further plans for revision at this time.
Q11: Does the current TA provider work with 21st CCLC mentor grantees (seasoned) to facilitate conversations/provide guidance to new grantees?
A11: The current TA provider works with all grantees including mentor grantees.
Q12: Please define how the TA provider will “maintain a calendar.” Does this consist of sending out notifications of project director’s meetings, state, and national conferences or on a website?
A12: Maintaining a calendar consists of keeping track of meeting dates with KSDE, site visit schedule and all dates pertinent to the completion of deliverables. This is an internal calendar between the TA provider and KSDE.
Q13: Does the Kansas 21st CCLC advisory board meet virtually or in person?
A13: The advisory board meets virtually.
Q14: Is there information available regarding exactly how TA site visits are structured (length of visit, content, questions)?
A14: The site visit is generally scheduled from the beginning to the end of the program time on a particular day. A template with content questions is used to guide the visit.
