About this file
This document is an Amendment to a Request for Proposal (RFP) issued by the Office of Judicial Administration in Kansas for EAP Services for the Kansas Lawyers Assistance Program (KALAP). The RFP seeks competitive bids for counseling referral services through KALAP, with a closing date of March 28th, 2024. The current makeup of the provider network includes private practice and substance use providers, with a preference for private providers over community mental health centers. The EAP services are typically provided by sub-contracted providers, and the KALAP executive director requires periodic oral reports on client contacts, referrals, and service utilization.
The RFP indicates that KALAP has not surveyed the population on their current experiences with the EAP program, but they are interested in expanding accessibility beyond a toll-free hotline. The utilization data provided shows 47 clients in 2023 and 42 clients in 2022. The RFP does not provide any details on pricing terms, set asides, incumbents, funding requirements or sources, or contract renewal options.
