About this file
This is an Addendum #2 Revision to a Request for Proposals issued by the City of New London, Connecticut, Office of Economic Development and Planning for professional Event Coordinator Services (Project ID: 2026-04 CONL). The City seeks a qualified vendor to plan, organize, and execute a minimum of eight city-sponsored events throughout 2026, including four required events: Restaurant Week/Food Stroll, Celebrate New London (July) with multicultural and 250th anniversary programming, a Family October/Halloween Event, and Winter Cultural and Seasonal celebrations. The vendor will manage all aspects of event planning from concept through post-event evaluation, coordinate with multiple city departments (Public Works, Police, Fire, and Cultural District entities), secure sponsorships, develop marketing strategies, manage volunteer staff, and ensure compliance with local, state, and federal regulations. The Request for Proposals was released on October 29, 2025, with a non-mandatory pre-proposal meeting scheduled for November 5, 2025, at 10:00 am via Zoom. The question submission deadline is November 12, 2025, at 4:00 pm, and proposals are due by November 19, 2025, at 2:00 pm through the City's e-Procurement Portal. All proposals will be opened virtually via OpenGov and Zoom. The contract term is not explicitly stated but is understood to be for the 2026 calendar year with potential continuation subject to annual municipal budget appropriations.
Proposals will be evaluated based on professional background with three references (10 points), sponsorship acquisition experience (10 points), portfolio of at least four past events with performance metrics (25 points), proposed list of eight events with budgets and sponsorship goals (35 points), and proposed management fee structure (20 points). The City of New London offers a 15% local vendor preference, allowing New London-based businesses within 15% of the lowest proposal price to match the low bid. Bonds are not required for this professional services contract. The selected vendor must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, naming the City as additional insured. The vendor will be responsible for all event expenses, vendor coordination, marketing, and sponsorship collection, with sponsor revenues managed in a separate city account subject to monitoring and auditing. The vendor must submit detailed event plans 30 days before each event, marketing materials 45 days in advance, and post-event reports within 14 days of event conclusion, with weekly updates required to designated City contacts. The contract may be terminated at the City's convenience upon approval by City Council with written notice to the contractor.
