The consultant must organize an initial meeting with City staff, develop and track the event budget, conduct venue site visits, recommend and coordinate vendors, develop a day-of schedule, and oversee event execution. Questions regarding the RFP must be submitted by October 9, 2025, at 1:00 p.m., with proposals due electronically through OpenGov by October 21, 2025, before 3:00 p.m. The RFP was released on September 29, 2025. No specific award date is identified in the document.

The contract will be structured as a Fixed Fee arrangement with a maximum "not to exceed" amount to be proposed by the consultant and subject to negotiation with the City. The City does not permit upfront payments or deposits. Proposers must provide evidence of financial stability through one of the following: audited financial statements, reviewed financial statements for the last two years, a letter of good standing from a credible financial institution or CPA, or a Dun & Bradstreet Business Information Report prepared within the last 12 months. The selected vendor must maintain comprehensive insurance coverage including Worker's Compensation, Employer's Liability, General Liability, Automobile Liability, and Professional Liability, with insurance companies maintaining an AM Best's Key Rating of A-:VII or higher. No set-aside designations for disadvantaged enterprises are explicitly stated, and no incumbent vendor is mentioned. Evaluation will occur in two phases, with Phase 2 scoring proposers equally (25 percent each) on planning and organization, creativity and vision, communication and responsiveness, and vendor and venue coordination. Qualified proposers are required to submit technical proposals without cost information separately from cost proposals using a provided Excel costing sheet.
