About this file

This technical specification document outlines Level III Ballistic Shield requirements for the Cuyahoga County Sheriff's Department SWAT team in Ohio. The procurement calls for ballistic shields that must be rectangular in shape with dimensions between 20" to 23" wide and 34" to 38" long, weighing no more than 25 lbs including all components. Each shield must feature a see-through ballistic viewport measuring at least 2.5" high by 8.5" wide, an integrated LED light with a minimum of 1000 lumens equipped with off/on/strobe functionality with controls accessible from the handle without releasing grip, and a protective transport bag. The shields must meet or exceed NIJ Level III Ballistic Shield Standards and demonstrate special threat round testing capability against three ammunition types: 7.62mm X 51mm (M80), 7.62mm X 39mm PS Ball (MSC), and 5.56mm X 45mm (M193). The competitive bidding process has a due date of April 24, 2026.

Additional technical requirements specify that ballistic shield thickness must not exceed one inch excluding viewport and light components to optimize performance through doorways. The shields must include a hard/solid primary handle system securely fixed in a horizontal position, with fasteners reinforced to maintain ballistic integrity without compromising protection levels. All fasteners passing through the shield must be reinforced to prevent compromise of ballistic effectiveness. The backside of the shield below the handle must include padding to allow operators to rest their forearms comfortably. The specification document does not include information regarding procurement quantities, contract duration, budget allocation, funding sources, set-aside designations, incumbent vendors, or pricing terms, which are expected to be contained in the comprehensive bid package.
