About this file
This is a Lead Hazard Reduction Bid Packet issued by the Minneapolis Health Department (MHD) for the City of Minneapolis, soliciting bids from licensed contractors to perform renovation and repair services at residential properties containing lead-based paint hazards. The bid packet encompasses two properties: 3118 Bloomington Ave and 3255 15th Ave S, both located in Minneapolis, Minnesota. Work includes lead containment and cleaning, window replacement (17 vinyl double-hung windows at the first property and 3 at the second), window-to-wall conversions, window stool replacements (12 at the first property and 19 at the second), exterior and interior door replacements, door sill stripping, stair tread and riser enclosure, interior and exterior floor enclosure, and trim stabilization. Contractors must be licensed by the Minnesota Department of Labor and Industry as a Residential Building Contractor and certified by the EPA as a Certified Renovation Firm under 40 CFR 745 at the time of bid submission. All workers must complete the 8-hour Renovate, Repair and Painting (RRP) training and hold valid Certified Renovator licenses. The contract award will be made to the lowest responsible bidder for the entire project scope across both properties. Contractors are encouraged to visit properties prior to bidding but are responsible for holding their prices if submitting bids without site visits. The project timeline requires completion within eight weeks of receiving work approval from MHD. Post-renovation cleaning and clearance verification by MHD staff are mandatory before project completion.
The bid response requires itemized costs for each work item, with the grand total submitted across all properties. Contracted work is funded through City of Minneapolis grant funds with no Davis Bacon wage requirements. At the time of award, contractors must provide a valid Dun & Bradstreet Number (DUNS). If subcontractors are used, they must meet the same licensing and certification requirements as the primary contractor. Lead-safe work practices must be followed in accordance with Federal Rule 40 CFR 745, Subpart E, including work site containment and occupant protection. Property owners may need to relocate residents during renovation work, with MHD staff coordinating work start dates. MHD will conduct visual inspections to ensure adequate post-renovation cleaning of both interior and exterior work areas; if deficiencies are identified, contractors must repeat cleaning procedures until satisfactory clearance is achieved. Incomplete or partial proposals will not be considered for approval, and any changes or updates to projects will be communicated via email during the bid period. Change items to final bid proposals will be evaluated on a case-by-case basis.

Bid Eve nt No.: 4240 hired as part of this project, they are also held to the same licensing requirements. This job will not have Davis Bacon requirement.
Project Description:
This project seeks to renovate and repair building components in Minneapolis housing.
Building components may contain lead-based paint which may cause a health problem for residents. This includes deteriorating or deteriorated lead-based paint, defined in MDH rules (Chapter 4761.0200 Subpart 8) as “…paint that has become or is becoming chipped peeled, or otherwise separated from its substrate or that is attached to a damaged substrate…” and areas containing intact lead-based paint deemed likely to become a hazard in the future. All testing for lead-based paint was performed by MHD staff licensed through the State of Minnesota.
Renovation activities may include but not be limited to, stabilizing areas of loose and flaking paint on interior and exterior walls and building surfaces, replacement of windows, encapsulation of areas of deteriorating lead paint, replacement or maintenance of building components, floor and deck repair, and minor roof and plumbing repair.
This project may include requests for bids on multiple dwelling units along with specialty trades. Please review the full document, as a failure to provide a response for all the properties and work listed will result in a forfeiture of the bid submission. The bid response will require a cost for individual work items, and the award will be made to the lowest responsible bidder for the entire project. If the bid contains multiple dwelling units, there will be one award made to the lowest responsible bid for the sum of the work on all properties.
Contractors are encouraged to visit a property prior to submitting a bid. MHD will not be organizing a site meeting prior to bid award but can coordinate between all parties after the award announcement and before the project has started for a final review.
If contractor submits a bid without seeing the property, the Contractor will be responsible for holding their prices if going “site unseen”. Names and contact information for the property owners are included in the bid packet. Please review and complete the following pages and return to the Minneapolis Health Department.
Time Frame:
Contractors will receive an award announcement from the City so that they can order construction components such as windows in a timely manner. Contractors selected to perform the work included in this bid, shall complete the project to the best of their ability, within eight weeks of receipt of the work approval from MHD unless otherwise scheduled.
Work Area Containment and/or Relocation:
Bid Eve nt No.: 4240 Lead-safe work practices must be followed as part of this project. This includes work site containment and occupant protection. If properties in this project are occupied, residents may need to be relocated for the duration of the renovation. MHD staff can assist with coordinating work start dates between the property residents and the contractor prior to scheduling. MHD will do its best to ensure that residents are out of the buildings at scheduled work times; nevertheless, due to the nature of this work, delays, especially on Monday mornings, may occasionally occur.
Additionally, residents are informed and required to move furniture and possessions before the work start date or vacating the property. Occasionally furniture may have to be moved by the contractor to allow renovation activities to be conducted.
Post-Renovation Cleaning and Clearance Requirements:
Before the project is considered complete, contractors will be required to submit to MHD a post-renovation cleaning verification. MHD staff will also perform a visual inspection to ensure adequate cleaning has been conducted. MHD will consider the project incomplete if a visual assessment identifies dust, debris, building components or other conditions within the work area. The work area includes both the interior and exterior of the property.
