About this opportunity

The City of Minneapolis is soliciting bids for lead abatement services at two residential properties under Bid Packet #110, with proposals due August 6, 2026 at 2:00 PM CDT through the City's eSupplier Portal. Bidders must hold Minnesota Department of Labor and Industry licensure as a Residential Building Contractor and EPA certification as a Certified Renovation Firm under 40 CFR 745 at bid submission; all workers must complete 8-hour RRP training and hold valid Certified Renovator licenses. Any bid exceeding $50,000 requires submission of a signed Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing first-tier subcontractors, establishing compliance with workers' compensation, unemployment insurance, current state registration, prevailing wage requirements, and avoidance of federal or state debarment.

The scope encompasses lead containment and cleaning, window replacement (17 vinyl double-hung units at 3118 Bloomington Ave and 3 at 3255 15th Ave S), window-to-wall conversions, window stool replacements (12 and 19 units respectively), interior and exterior door replacements, door sill stripping, stair enclosure, floor enclosure, and trim stabilization at both properties. Work must follow Federal Rule 40 CFR 745, Subpart E, lead-safe work practices. Contractors must complete all work within eight weeks of receiving MHD approval and pass post-renovation cleaning clearance verification by MHD staff before final acceptance.

Prevailing wage rates per U.S. Department of Labor General Wage Decision for Minnesota-Hennepin County apply. The contract is funded through City of Minneapolis grant funds without Davis-Bacon wage requirements but subject to Minneapolis Living Wage and Responsible Public Spending Ordinance compliance if the contract value exceeds $100,000. The award goes to the lowest responsive and responsible bidder for the entire project scope. Questions are due July 28, 2026 at 10:00 AM CST, with addenda posted by July 30. Deliverables are due to the Health Department at 505 Fourth Avenue South, Room 520 by August 11, 2026. Contact: Paul Kranz at paul.kranz@minneapolismn.gov.
