STATEMENT OF WORK (SOW)
SECTION 1: The Introduction
1.1 Project Title: CSLO Bldg. 872 Uninterrupted Power Supply (UPS) Repair Service
Project Overview & Purpose:
The California Military Department (CMD) requires a complete replacement and restoration of the Schneider Symmetra PX 60 kW Uninterruptible Power Supply (UPS) located in Building 872 at Camp San Luis Obispo. The existing UPS has exceeded its intended service life, is no longer providing the required battery backup to critical communications infrastructure and has been assessed by CMD Facilities Engineers as needing full internal component replacement to restore operational reliability. Replacement, rather than full system redesign, has been determined to be the most cost-effective and fiscally responsible course of action in alignment with CMD’s fiduciary obligations.
This UPS system supports a sensitive, mission-critical data environment serving the California National Guard J6 Directorate—responsible for Command, Control, Communications, and Computers (C4) operations, including information strategy, IT support, information assurance, and enterprise systems. Maintaining a fully functional UPS in Building 872 ensures continuous, reliable power for State and Federal network infrastructure, the Office of Emergency Services (OES) server environment, and related communications systems that enable readiness, mobilization, and support to civil authorities under the direction of the Governor of California.
This project is a direct investment in power-infrastructure resilience, supporting CMD’s commitment to continuity of operations, data integrity, and operational security. A fully mission-capable UPS is essential to compliance with governing regulations including AR 25-1, AR 500-3, DA PAM 25-1-2, NIST 800-53 (PE-11), and the NGCA J6 Physical and Environmental Protection Policy v1.1 (27 Sep 2024).
SECTION 2: Scope of Work
