About this file

This is Amendment #1 to Invitation to Bid (ITB) Event 34101-14014 issued by the Tennessee Department of Military for an archaeological survey at the Johnson City Army Aviation Support Facility and Mt. Carmel Armed Forces Readiness Center. The amendment addresses bidder inquiries regarding project execution and clarifies that no pre-kick off meeting will be held to identify suitable contract candidates and that drone or aerial imagery services will not be available to support the archaeology firm's ground and invasive testing activities. The survey encompasses Phase I archaeological investigation of 136.44 acres (103.22 acres at Johnson City and 33.22 acres at Mt. Carmel) and requires archival research, systematic field investigation, subsurface testing, artifact collection, and National Register of Historic Places eligibility evaluation to satisfy requirements under the National Historic Preservation Act, National Environmental Policy Act, and Tennessee State Historic Preservation Office standards. Bid responses are due September 24, 2026 at 2:00 p.m. CDT, with questions due September 17, 2026 at 2:00 p.m. CST. The contract term is one year from notice to proceed with a 365-day performance period.

The estimated contract value is $45,574.00 on a firm, fixed-price basis with unit pricing for seven task line items. No cost adjustments are permitted after response opening except through target pricing or best and final offer negotiations. Contractors must register in the Tennessee Supplier Portal, provide sales and use tax documentation, and maintain workers' compensation insurance of minimum $1 million, commercial general liability insurance of minimum $1 million per occurrence and $2 million aggregate, and automobile liability insurance of minimum $1 million. All work products, information, and intellectual property become property of the Tennessee Army National Guard and the Department of Defense with no licensing or copyright encumbrances permitted. Publication of results requires written approval from the TNARNG Environmental Office and Public Affairs Office. The State reserves the right to negotiate with responsive and responsible bidders through multiple negotiation rounds.
