About this file
This document is an Amendment #1 to an Event issued by the Tennessee Department of Military for a Bird Survey, specifically Event 34101-13702, dated August 20, 2025. The amendment provides clarification on the use of Unmanned Aerial Systems (UAS) or drones for survey activities on a military installation. The document outlines three key questions and responses regarding drone usage, including permission to use drones, specific restrictions, and the approval process for drone operations.
The amendment specifies that drones are permitted for survey activities, but with several important conditions: they must be American-made, the contractor must have proper licensing, and a copy of the license must be submitted after contract award. Additionally, there are operational restrictions, including a requirement to submit flight plans to the Natural Resource Manager at least 48 hours in advance and potential limitations on survey times due to training and pesticide spraying activities. The installation will also require equipment approval for the drones to be used in the survey.

EVENT
SECTION
QUESTION / COMMENT STATE RESPONSE
1 Use of UAS on Installation Property: Are drones permitted for use in support of survey activities on the installation?
Yes
2 Restrictions or Prohibitions: If drones are permitted, are there restrictions based on manufacturer, type, size, or capabilities (e.g., NDAA-compliant UAS only)?
Yes, they will need to be American made drones. And the contractor needs to have the proper licensing needed to fly the drone(s). We will also have a schedule of when flight surveys cannot take place on certain areas due to training and pesticide spraying. Copy of license must be submitted after contract award.
3 Approval Process: If permitted under certain conditions, does the installation have a formal process for requesting and receiving clearance to operate drones (e.g., flight plan submission, airspace coordination, or equipment approval process)?
Yes, the installation would like prior flight plans submitted to the Natural Resource Manager at least 48 hours before flying.
Also, we will require equipment approval.
2. Event Amendment Effective Date. The revisions set forth herein shall be effective upon release.
All other terms and conditions of this Event not expressly amended herein shall remain in full force and effect.
