BNA/Knoxville: Orientation training will be conducted by Security Forces.
All other required items for licensing will be provided by the contractor (i.e.

Memphis: No, Our Security Forces Training Manager Conducts all training for new hires.
6 2 c) Orientation Training
If by the contractor, is the material already provided or does the contractor develop the material?
BNA: See #5.
Memphis: Security Forces has developed its own training plan that hits the requirements of Dynamic but also includes Air Force requirements.
2.3 Uniforms It mentions Gray and Black BDU trousers.
Is it per base or do they use both at each base?
Per specifications 2.3.1.1. Uniform Specifications, there are only Gray BDU trousers.

BNA: Beretta 92FS is required for Berry Field Memphis: The Beretta is the current weapon used. Other 9mm pistols can be used but not the SIG P320. If other weapons are to be used the contractor must purchase the weapons and ammo. Prior approval from Memphis shall be required before another weapon can be used.
See revised specification 2.3.5, Knoxville: The weapons will be the Beretta 92FS or Sig Sauer P320.
9 2.3.4 Weapons Is there space for a weapons safe on property?
BNA: Yes. Weapons must be stored between shifts by Security Forces in our vault.
Memphis: Yes, the 164th allows Dynamic to use our armory for their weapons and Ammo storage.
Knoxville: All contractor weapons will be stored on base in the Security Forces Armory
10 2.3.4 Weapons It is understood that each officer has their own weapon. Can we put a safe on each site for the officer’s to store the weapon on site in between each shift.

11 Guard Deployment & Staffing
Will holiday coverage be billed at a premium or standard hourly rate?

12 Training & Qualification
Are contractors allowed to use existing certified training programs (e.g., company-run Use of Force, firearms) to meet the orientation requirements, or must all training be done on-base?
BNA: At Berry Field, all armed guard license certification/training/less than lethal (baton) must be provided by the vendor prior to base-specific orientation training.
Memphis: Training must still be completed on base by the 164th Training Manager to make sure they meet all the Air Force training requirements for entry control.
Knoxville: Firearms and OC training can be conducted by the company.
All other site-specific training will be conducted by Security Forces.
13 Other than Guards, Supervisors, and Site Managers, are there any other non-billed positions utilized on this contract? For example, dedicated trainers, armorers or roving relief officers?
No
14 What are the current wages by each position listed in the solicitation?
The current rate for all bases is:
Site Manager is $33.46 Guards $28.05
15 Who is the incumbent vendor?
Dynamic Security Inc.
16 What are the current bill rates for this service?
The State does not have a bill rate.

17 Minimum Security Guard Requirements
The solicitation states that contractors must ensure that its personnel “are drug free and remain drug free for the duration of the contract”? Is annual random drug testing required? If so what percentage of the guard force must be tested in order to be compliant with the contract requirements?
Yes, drug testing is required upon getting selected for the position and every year at a random time during the year. Everyone is required to get drug tested every year at a random time

18 As contractors use a variety of technology tools to manage dispersed workforces, are cell phones permitted/required for this contract? If so, how many are currently deployed?
BNA: Site manager will be provided a cell phone by the vendor.
Memphis: Members are allowed to have their personnel cell phones, but no cell phones are used in an official capacity to work at the Main Gate.
Knoxville: Yes, cell phones are permitted. The site manager has one company issued cell phone. Guards are allowed to have their personal cell phones.
19 How are physicals conducted for this program and by whom? What is the cost per fitness examination?
Contractor will conduct a pre-employment screening at their own expense.
20 Description of Services – Orientation Training
Are any training hours billable? If so, how many?
No
21 Termination Will the State be willing to provide the Contractor the ability to terminate the agreement for convenience with 90 days prior written notice?
22 Billing Rate Will the State permit the Contractor to increase bill rates to the extent necessary to allow the Contractor to recoup increases in unforeseen costs that are outside of the Contractor’s control such as: increases in Federal, State or local taxes, levies, or required withholdings; costs under collective bargaining agreements;
minimum, prevailing and living wage rates and other statutory requirements, such as legally mandated sick leave costs; and medical and other benefit costs? If so, please describe the process by which the Contractor will be able to submit a request for a bill rate adjustment.
No, this is a fixed price contract.
23 Hold Harmless Our company stands behind our security services and regularly accepts the obligation to indemnify clients for the comparative portion of any losses, costs or damages that are caused by the negligent acts or omissions of our personnel in the performance of security services under client agreements. Can the Hold Harmless provision be revised to reflect this?
The State declines to make any changes to the Hold Harmless term in Section 1.80.
24 Insurance Limits
Regarding Section 1.96 Insurance of the Terms and Conditions, we note that The State is requesting “minimum insurance requirements”. Our company maintains insurance limits that are commensurate with our size and scope of operations. The “minimum” language requirement may appear facially fair, but in effect it compels big firms to provide much larger amounts of insurance. Although each bidder may offer the specified insurance coverage, in the case of a large bidder, The State would be getting access to tens of millions more insurance than it would from other smaller bidders. Such a result is unfair. That requirement also effectively precludes our company from accessing any portion of our insurance to satisfy other claims from time to time. Is The State willing to revise this to set forth set or fixed insurance limits and revise as follows if our company is willing
The quoted language does not appear in Section 1.96 of the Terms and Conditions or elsewhere. The State will not agree to any changes

25 Additional Insured
Our company routinely adds clients as additional insureds on our insurance policies, so long as our obligations are aligned with our indemnification obligations and limited to the specified insurance limits we have agreed to provide. Is the State willing to revise this paragraph as follows?
The Contractor agrees to name the State as an additional insured on any insurance policies with the exception of workers' compensation (employer liability) and professional liability (errors and omissions) ("Professional Liability") insurance to the extent of Contractor’s indemnification obligations and up to the required insurance coverage amount hereunder.
Also, all policies shall contain an endorsement for a waiver of subrogation in favor of the State.
Yes, that revision would be acceptable. See revised terms and conditions.
26 How many weapons must be deployed in order to meet the requirements of this contract?
See Specification 2.3.5 Note: Each individual shall be provided their own weapon: no sharing will be allowed
27 Is the contractor expected to provide weapons safes and clearing barrels? If so, how many?
28 If a new contractor is selected will all incumbent staff retained be required to go through training and/or physicals again or will their certifications be grandfathered until their natural renewal date?
BNA: Grandfathered in.
Memphis: Members who are currently on staff when the new contract is awarded will be grandfather until their natural renewal date.
Knoxville: Incumbent staff will be grandfathered in and will not require new training.
29 Description of Services
Are the site managers salaried or hourly employees?
Hourly rate
30 Is office space provided for the contractor at each site? Is there a cost associated with the space?
BNA: Site manager has an office at no cost to the vendor.
Memphis: Yes, office space is provided and now there is no cost associated with the office space being provided.
Knoxville: Site manager has a desk located inside of Security Forces. No cost
31 Description of Services
How many relief guards are currently deployed on this contract?
Unknown at this time
32 Description of Services
How is relief for breaks currently provided on this contract? Supervisors? Roving relief officer?
BNA: Site manager/specific shift schedules.
Memphis: Breaks are coordinated with the on-site supervisor who makes a schedule for the required breaks.
Knoxville: Breaks are taken during downtime when there is no gate traffic. There is ample downtime for breaks.
33 Weapons Requirements
The RFP is requiring 9mm Beretta 92 FS.

34 Commercial Vehicle Inspections
What equipment is currently used to inspect commercial vehicles? Is that equipment provided by the TNANG or the contractor?
BNA: TNANG
Memphis: The equipment is a vehicle camera to search underneath vehicles. Yes, those items are provided by the 164th SFS.
Knoxville: Vehicle search mirrors and handheld metal detectors are used.

Commercial Vehicle Inspections
Are guards expected to enter the vehicle to inspect cargo? If so, what training is required to ensure proper inspection and who provides that training?
No. Training will be provided by Security Forces.
36 Do any posts require personnel with security clearances (Secret, Top Secret)?
If so, which and how many personnel are required to have clearances?
BNA: T3R
Memphis/Knoxville: Only Military members are required to have Secret Security Clearance. The Dynamic Guards are only required to have a background check completed before they are employed.
37 Incident Reporting
Industry standards now provide technology solutions for this function and for overall workforce management (ex. Timekeeping, GPS tour management, etc.) Is the state requiring bidders to include this kind of technology for this program?
No.
38 Testifying Are guards eligible for Over Time pay for court testimony? If so at what rate?
No.
39 General Information – Weekly Schedule
The solicitation states that the contractor shall provide the DFC or their representative a “written weekly schedule”.
Industry standards are such that all scheduling is electronic, often allowing the client to proactively access vendor tools to see the schedule and other relevant contract information via a portal. Is that sufficient to meet this requirement?
Yes, but Contractor must also submit the written copy must be provided so that a daily duty roster can be done by the on-duty Security Forces.
40 General Information – weekly schedule
Is Guard Mount time required for each shift (usually 15 mins before shift start)? If so, is this time billable?

41 Minimum Security Guard Requirements
Are guards required to be evaluated annually or just pre-assignment? For example, for binocular vision correctable to 30/30?
Guards will be evaluated at pre-assignment.
42 Will our guards need security clearance to be assigned to a post?
No.
43 Could you clarify which hours are correct?
The ones listed in the “event details” or the ones listed in the specifications?
The following are shift hours:
BNA: 0530 – 1400, 1330 – 2200, and 2130 – 0600 for Berry Field. This includes 30 minutes Guard Mount for each shift.
Knoxville: Armed Guard Specs 1.3.2
The quantities in the event details are not shift hours but quantities to provide pricing for. These quantities were based on actual invoices hours and used that as an estimate thru 9/30/2025.

BNA: Not at Berry Field.
Memphis: No, we only require a car.
Our Security Forces members already have trucks.
Knoxville: Yes, need to be full size truck/SUV(F-150/Explorer). The State will not pay for the truck, but there is a line for monthly usage to be billed to the State.

The last time this RFP was issued there was a performance bond associated with the contract.
This is an Invitation to Bid. There is no Performance or Bid Bond required.
64 1.3 The breakdown of hours in the specifications do not match what is shown in the event details. Should bidders refer to the specifications or the event details?

65 1.3.3 (B) This section references two ASOs 24/7 followed by a Mon-Fri number of ASOs needed along with "drill weekends" and "non-drill weekends". Is the two ASOs 24/7 an additional need in addition to the latter number? Or, are the two ASOs 24/7 for the Gate 2 coverage as required?

Memphis: Unsure currently. I will have to reach out to our Training Manager, but I believe somewhere 20-40 hours.
Knoxville: This is dependent on the individual being trained.

Nashville required 1 Site Manager for day shift. In addition, 3 guards for 1st shift, 3 guards for 2nd shift and 2 guards for 3rd shift – M-F. Weekends require 2 guards per shift and no Site manager.

The State will not pay outside the contract if this is requested.
114 2.3.4 Do the vehicles need to be AWD or 4x4?
