About this file

This is Amendment Number One to an Invitation to Bid (ITB) issued by the Tennessee Department of Military for landscaping services at the 164th Air Lift Wing facility in Memphis. The amendment clarifies specifications and answers bidder questions regarding the one-year contract with one renewal option for grounds maintenance services across approximately 25 acres of improved and semi-improved grounds. The scope includes 24 annual mowings of improved grounds (20 acres), 24 bed maintenance services, 15 mowings of semi-improved grounds (5 acres), annual irrigation start-up and shutdown, seven months of irrigation checks, and one application of brown mulch (approximately 80 cubic yards annually) including labor and materials. All work must be completed within two consecutive calendar days of commencement during operational hours of 7:00 a.m. to 3:30 p.m. CST, Monday through Friday. The amendment confirms that bids are due September 4, 2026, at 2:00 p.m. CDT, with services commencing by August 17, 2026.

The amendment addresses key pricing and operational clarifications, specifying that pricing must be submitted on a unit-price basis per cut for mowing services and that existing mulch exceeding 4 inches in depth requires removal prior to new mulch installation. All pricing must be inclusive of personnel, supervision, labor, travel costs, vehicles, equipment, tools, fuel, materials, and supplies. The amendment confirms that contractor personnel must complete AT Level 1 Awareness Training and pass security background checks to obtain contractor security badges at no cost to the contractor. Herbicide weed control may be applied only if the herbicide does not require a license. The state clarifies that all references to "Unimproved Controlled Grounds" shall be considered "Semi-Improved" for pricing purposes under line item 3, and the state will not pay charges beyond the contracted line items.
